It seems that oversight of the management of the coastal zone and the EEZ is best organized on a regional basis with joint Federal and State consultation and coordination of plans and activities.

    This paper reports on the author's experience while monitoring dissolved methane in seawater during the West Venture well control problem in the winter of 1984-85. For six months the program provided daily reporting to the rig, for safety purposes, of methane in water concentrations. Log sheets, laboratory sheets, and reporting sheets are discussed. Problems of ship type and gear in maintaining quality are noted. The effects of repetitive work and cold weather on mistakes and potential accidents are also discussed. There was a need for backup gear (in triplicate) due to cold weather, chloride corrosion problems and general dampness. Emergencies, such as personnel injuries and replacement of personnel, were encountered. In summation over 2,000 tests were undertaken, all with traceable quality assurance and quality centrol.

To understand the problems which initiated the development of U/W welding, the solutions U/W welding has provided, and its benefits, an awareness of the weld processes, inspection techniques, weld procedures and welder qualifications are essential. Lastly, the acceptance criteria specifying the boundaries of underwater welding to include a greater comprehension of the AWS D3.6 "Specification for Underwater Welding", must be addressed. By recognizing the fundamentals upon which wet and dry underwater welding have developed, confidence in existing procedures and processes can continue to grow.

    Nowadays, many industries use the Computerized Numerical Control (CNC) for Printed Circuit Board (PCB) drilling machines in industrial operations. It takes a long time to find optimal tour for large number of nodes (up to thousands). To achieve more effective results, optimization systems approach is required to be equipped in drilling machine. Euclidean Traveling Salesman Problem (TSP) is one of optimization method that gives fast near optimal solution for the drilling machine movement using novel friendly techniques. This paper describes the development of that CNC PCB drilling machine with novel approach to Euclidean TSP. This design can be widely applied to various CNC PCB drilling machines in small and medium scale manufacturing industries.
