Small business technology transfer is a structured federal funding mechanism in the United States that finances cooperative research and development between small for-profit companies and nonprofit research institutions, including universities, federally funded research and development centers, and national laboratories. Its primary purpose is to accelerate the transition of discoveries made in institutional research settings into commercial products and services, a path often referred to as bridging the valley of death between basic research and the marketplace. The program is legally mandated under the Small Business Innovation Development Act, which requires certain federal agencies to allocate a portion of their extramural research budgets to small business participants.

The Small Business Technology Transfer program is administered separately from, though structurally parallel to, the Small Business Innovation Research program. The key distinguishing requirement is that STTR-funded projects must involve a partnering research institution that performs at least 30 percent of the proposed work, ensuring that the small business and the institution share both the research activity and intellectual property from the outset. Federal agencies with extramural research budgets exceeding 1 billion dollars annually are obligated to participate, and the five agencies running the largest programs are the Departments of Defense, Energy, and Health and Human Services, along with the National Aeronautics and Space Administration and the National Science Foundation.

Program Structure and Funding Phases

A defining feature of the STTR program is its requirement for a formal intellectual property allocation agreement between the small business and the partnering research institution before any award is made. This agreement specifies ownership rights to inventions arising from the funded work, licensing terms, and revenue sharing, reducing the risk that commercial development will be blocked by disputes over patent ownership that frequently arise in less structured university-industry collaborations. The partnering institution brings research infrastructure, specialized equipment, and scientific expertise that the small company could not independently access, while the company provides market orientation, commercialization planning, and entrepreneurial execution. NSF funds early-stage research across artificial intelligence, semiconductors, energy, robotics, and medical devices, with an explicit emphasis on projects whose underlying science is not yet sufficiently proven to attract private venture capital.
