What Is Learning Technology?
Learning technology is the field concerned with the design, development, and application of technological tools and systems that support and enhance human learning. It spans hardware and software components that facilitate instruction, enable self-directed study, measure learner progress, and deliver educational content across contexts ranging from formal classroom settings to workplace training and informal lifelong learning. The field integrates principles from cognitive science, instructional design, human-computer interaction, and computer science to create environments that adapt to individual learner needs and institutional goals.
Learning technology emerged as a distinct field alongside personal computing and networked communication. Early computer-based training systems from the 1970s and 1980s delivered scripted instruction through mainframe terminals. The spread of the Internet transformed these systems into web-based platforms capable of reaching distributed learners simultaneously. IEEE has supported the field's technical development through the IEEE Learning Technology Standards Committee, which develops internationally accredited technical standards and recommended practices governing the interoperability and reuse of learning objects and systems.
