Certification and accreditation (C&A) is a formal two-tier framework used to evaluate and authorize systems, organizations, and individuals against defined standards or competency requirements. Certification establishes whether a subject meets specified technical criteria, while accreditation is the higher-order process by which an authoritative body formally recognizes that a certifying entity has the demonstrated competence to make those determinations. Together, the two processes form a chain of trust that supports regulatory compliance, market confidence, and quality assurance across engineering and technology domains.

The framework has roots in industrial quality management and has expanded substantially in information technology, telecommunications, and educational technology. In computing and cybersecurity contexts, C&A has a well-defined procedural meaning: before a federal information system enters operation in the United States, it must complete a security certification that verifies its controls and receive an accreditation decision from an authorizing official who accepts responsibility for residual risk.

Certification Processes and Conformance Testing

The certification component of C&A involves systematic conformance testing against a reference specification or standard. Test methods, pass/fail criteria, and documentation requirements are defined in advance, allowing independent laboratories to produce results that are auditable and repeatable. The IEEE Conformity Assessment Program (ICAP) exemplifies this structure: it works with IEEE Standards Working Groups to develop conformance assessment programs aligned with IEEE standards, using laboratory practices modeled on ISO/IEC 17025.

In educational technology, certification may assess whether a learning platform or a credentialing program meets defined design criteria. Learning management systems submitted for conformance evaluation are tested against interoperability specifications such as IMS Global standards to verify that learner data, course content, and assessment records transfer correctly between environments.

Accreditation Frameworks

Accreditation operates at the institutional or laboratory level. A national or international accreditation body evaluates whether an organization has the management systems, technical capabilities, and staff competencies to perform certification reliably. In laboratory accreditation, the applicable standard is ISO/IEC 17025; for product certification bodies, it is ISO/IEC 17065. Certification in Learning and Technology Environments

Certification and accreditation overlap significantly with the governance of technology-assisted learning systems. Distributed learning environments and remote learning platforms must often demonstrate conformance with accessibility standards, data privacy regulations, and interoperability specifications before institutional adoption. Personnel certifications in technical disciplines, including those administered by IEEE and other professional societies, rely on defined bodies of knowledge, formal examination, and continuing education requirements to maintain currency. The NIST Risk Management Framework (RMF), which replaced legacy C&A processes for US federal systems, uses a tiered authorization structure that retains the certification logic of control assessment while embedding it in ongoing system lifecycle management.
