What Is IEEE Learning Technology?

IEEE Learning Technology refers to the publications, community activities, and research infrastructure organized by the IEEE Computer Society's Technical Community on Learning Technology (TCLT), a professional community established on the premise that emerging technology has the potential to substantially improve learning. The TCLT brings together researchers, educators, software developers, and practitioners who design, develop, and evaluate technology-based systems for learning. Its principal outputs include a peer-reviewed bulletin, an annual international conference, and a portfolio of community events and student recognition programs.

The technical community operates within the IEEE Computer Society and advances work at the intersection of computer science, educational psychology, instructional design, and human-computer interaction. Its scope covers formal and informal learning, K-12 through postgraduate education, and professional training contexts where technology mediates or supports the learning process.

Purpose and Community Activities

The TCLT was founded on the premise that the engineering of learning technologies requires both computer science expertise and an understanding of how people learn. The community promotes research and development of advanced learning technologies, fosters collaboration between academic institutions and industry practitioners, and supports early-career researchers through travel awards and best-paper recognition. Online seminars, expert interviews, and sponsored workshops provide ongoing knowledge-sharing between conference cycles. The community also maintains connections with adjacent IEEE initiatives on educational standards and accreditation, linking technical research to institutional practice.

Bulletin of the TCLT

The primary periodical of the TCLT is the Bulletin of the Technical Committee on Learning Technology, published with ISSN 2306-0212. The Bulletin was previously titled the Learning Technology Newsletter (ISSN 1438-0625), which has been in publication since 1999. The Bulletin reports outcomes of emerging learning technology research, publishes book and instrument reviews, highlights work-in-progress collaborations, and announces upcoming events. Its scope includes technology-enhanced instruction, adaptive learning systems, educational data mining, intelligent tutoring, virtual and augmented reality in education, and the application of artificial intelligence to personalized learning. Back issues of the Bulletin are freely accessible through the TCLT website.

ICALT Conference

The International Conference on Advanced Learning Technologies (ICALT) is the annual conference organized by the TCLT and co-sponsored by the IEEE Computer Society. ICALT brings together researchers and practitioners to present work on the design, development, implementation, and evaluation of technology-enhanced learning systems. The conference addresses both foundational research questions and applied system evaluations, and it operates a doctoral consortium to support graduate students. IEEE Transactions on Learning Technologies, a companion peer-reviewed journal published by the IEEE Computer Society, extends the research base covered by the TCLT community to a broader author and reader network.

Applications

IEEE Learning Technology resources and research serve a range of educational and technical contexts, including:

  • Design and evaluation of adaptive and intelligent tutoring systems
  • Research on e-learning platform architectures and interoperability standards
  • Technology-mediated professional training in engineering and related fields
  • Development of mobile and remote learning applications for resource-constrained environments
  • Educational data analysis to improve student outcomes in technology-intensive curricula
