What Are the Committee on Engineering Accreditation Activities?
The Committee on Engineering Accreditation Activities (CEAA) is a standing committee of the IEEE Educational Activities Board (EAB) responsible for coordinating all IEEE involvement in the accreditation of engineering degree programs. Operating under the EAB's University Resources Committee (URC), the CEAA manages the selection, training, and assignment of IEEE volunteer program evaluators who participate in accreditation reviews conducted by ABET, the international organization that accredits technical education programs in the United States and abroad.
IEEE does not itself confer accreditation status on engineering programs. That authority rests with ABET. IEEE functions as one of approximately 34 professional societies that support ABET by providing technically qualified volunteers, advising on curriculum criteria, and representing the profession's standards for graduate competency. The CEAA is the internal body within IEEE that manages this relationship.
Program Evaluator Selection and Training
The CEAA's central responsibility is identifying, credentialing, and assigning IEEE volunteers to serve as Program Evaluators (PEVs) during ABET site visits. Program evaluators examine whether a given institution's curriculum, faculty, facilities, and outcomes meet the criteria established collaboratively by ABET and member societies such as IEEE. According to IEEE Spectrum, IEEE provides roughly 380 volunteer evaluators who assess programs under review, with IEEE holding lead-society responsibility for 877 of the programs holding ABET accreditation worldwide.
Evaluator candidates typically serve in that role for at least five years before becoming eligible for CEAA membership, meaning the committee draws on deep institutional experience. The CEAA's standing subcommittees include bodies focused on awards, criteria development, mentoring, nominating, and training, reflecting the full lifecycle of evaluator engagement from recruitment through professional development.
Criteria Development and Policy
The CEAA is also the IEEE body responsible for developing and proposing the program-specific criteria that ABET applies when evaluating electrical, computer, and related engineering programs. These criteria define the competencies graduates must demonstrate and the educational outcomes programs must achieve. The committee coordinates with ABET's Engineering Accreditation Commission (EAC) and works alongside counterpart committees from other professional societies to ensure that criteria remain current with evolving engineering practice.
Criteria are reviewed on a regular cycle, and the CEAA manages IEEE's formal participation in those reviews. When revisions to general ABET criteria are proposed, the CEAA represents IEEE's technical and educational perspective in the deliberative process. Relationship to the Broader IEEE Accreditation Program
The CEAA works in parallel with the Committee on Engineering Technology Accreditation Activities (CETAA), which handles accreditation of engineering technology programs through ABET's Engineering Technology Accreditation Commission (ETAC). Together, these two committees represent IEEE Educational Activities in the full range of ABET's technical accreditation programs. Both committees report to the EAB and share the mission of ensuring that institutions preparing engineers for professional practice meet a consistent and rigorous standard.
IEEE commissioners who serve on ABET's own accreditation commissions typically rise through service as PEVs and then as CEAA members, making the committee a key pathway for IEEE members seeking a role in shaping engineering education at the institutional level.
