IEEE Global Communications Conference (GLOBECOM) is one of the IEEE Communications Society’s two flagship conferences dedicated to driving innovation in nearly every aspect of communications. Each year, more than 2,900 scientific researchers and their management submit proposals for program sessions to be held at the annual conference. After extensive peer review, the best of the proposals are selected for the conference program, which includes technical papers, tutorials, workshops and industry sessions designed specifically to advance technologies, systems and infrastructure that are continuing to reshape the world and provide all users with access to an unprecedented spectrum of high-speed, seamless and cost-effective global telecommunications services.
The 2020 IEEE International Conference on Systems, Man, and Cybernetics (SMC 2020) will be held in Metro Toronto Convention Centre (MTCC), Toronto, Ontario, Canada. SMC 2020 is the flagship conference of the IEEE Systems, Man, and Cybernetics Society. It provides an international forum for researchers and practitioners to report most recent innovations and developments, summarize state-of-the-art, and exchange ideas and advances in all aspects of systems science and engineering, human machine systems, and cybernetics. Advances in these fields have increasing importance in the creation of intelligent environments involving technologies interacting with humans to provide an enriching experience and thereby improve quality of life. Papers related to the conference theme are solicited, including theories, methodologies, and emerging applications. Contributions to theory and practice, including but not limited to the following technical areas, are invited.

Good decision making regarding product end-of-life management requires information from different life cycle stages. If information is missing or not accessible when needed by the decision maker, it can affect the performance of the entire supply loop. In this paper we investigate the role and value of information for supply loop management. We introduce a generic evaluation method to assess the value of information and apply it to the example of cell phones. Our results suggest that information can have high value and plays an important role affecting the economic and environmental performance of supply loops. However, the potential value of information is realized only if the relevant supply loop members are willing and able to use it for improved decision making. Our evaluation method can be used as a tool to determine what information is most valuable based on its effect on the performance.
Intermittent testing method used to study the operating characteristic of the two-phase anaerobic process dealing with the low concentration of wheat straw- containing wastewater. The wheat straw dosage within the acidogenic reactor and the change of pH, ammonia nitrogen, COD and VFA in the two-phase anaerobic reactor were investigated. The result indicated that two-phase anaerobic treatment was still in the range of its appropriate pH. In the acidogenic reactor, wheat straw dosage accounted for about 36% of the total wheat straw dosage, which could make the effluent COD concentration of acidogenic reactor remained a high level. Adding wheat straw could increase the effluent VFA of the acidogenic reactor, and the acidification rate of the acidogenic reactor could reach as high as 75.85% to 100.23%.The COD removal efficiency of wheat straw-containing wastewater ranged from 54.61% to 74.13%, the biogas production rate ranged from 0.21 m<sup>3</sup>/kgCODr to 0.35 m<sup>3</sup>/kgCODr in the methanogenic reactor.
Hazardous chemical accidents are frequently and terribly threatening the safety of people's lives and the ecological environment. In order to manage hazardous chemical effectively and dispose chemical accident accurately in good time, aimed at large numbers of types and attribute of chemicals and its voluminous accident data, a compound emergency space database for chemical accident was built up based on GIS. That include image database, attribute database, mathematical model database and decision-making database By the general control module, the general work environment of space database was formed, so as to realize the data collecting and update, information query, dynamic simulation display, emergency analysis and assessment, assisting decision-making and so on. Every function of the space database and the process of building the space database were systematically discussed.
Waste sludge discharge is important in wastewater treatment plant (WWTP) performance control. Nutrient removal was compared in three cases in this paper: (1) without waste sludge discharge, (2) with waste sludge discharge and mixed liquid suspended solids (MLSS) was 1200 mg/L, (3) with waste sludge discharge and MLSS was 3500 mg/L. Based on comparison of waste sludge discharge control, the effluent quality of the WWTP was improved.
Different approaches to mathematical modeling of waste recycling processes are considered in the article. The interrelation between different types of waste production activities in Russia is analyzed. The model of description of system influence of recycling of construction waste on activity of other types of activity is offered.
This paper proposes a quantitative reverse logistics system model and an application example on electronic products. An interactive heuristics algorithm is presented to solve the multi-objective optimization problems of the proposed reverse logistics system model. Reverse logistics systems no longer are confined to one-way product flows from manufacturers to consumers, but also deal with flows in the opposite direction. Environmental issues are considered in reverse logistics. Companies cannot avoid the responsibility of their pollution to the environment. Reverse logistics is the ideal selection and could provide a solution to the management problem of electronic product wastes and help to lower economic cost and improve environmental performance of the business. This research studies optimization decisions and constraints required by analyzing the reverse logistic model. A multi-objective optimization method is used in this research, since the optimization decision problems of the proposed reverse logistics model always have multiple objectives. Product manufacturing, distribution, returning, recycling, and other general activities through the reverse logistics system are discussed and modeled. A life cycle assessment method (Eco-indicator 99) is also developed to integrate environmental impacts into optimization processes
In this paper, we suggest that the knowledge increment contains two parts which are the increase of the total knowledge and the increase of knowledge innovation, and the total study time is made up of the ineffective study time, the knowledge- searching time, the waste thinking time and the effective thinking time. The preceding three kinds of time have negative effect for the knowledge increment of team study, and the last one is positive. We also think that the effective thinking time contains the thinking-innovative time and the iterative knowledge - memory time. Compared with the iterative knowledge -memory time, the thinking-innovative time has more positive effect. Then we offer a math model to show the influence relationship of the knowledge increment and the study time. At last after analyzing a great variety of factors which can influence the study-time validity, we also offer a math model to quantify the relationship between those factors and the study-time validity. Further more, we use a practical case - the study of team train of China Executive Leadership Academy, PuDong to validate our conclusions.
