Problems in data treatment for ionospheric scintillation measurements

Ionospheric scintillation data detrending is reviewed in this paper. The attention is focused on satellite to ground links (mainly GPS) data. The problem of a fixed (“frozen”) cutoff frequency is pointed out. A possible explanation of the presence of “phase without amplitude” scintillations is given as a result of erroneous data detrending.

    H. W. Buck: The valuable data presented to-night include the most comprehensive and systematic record of lightning disturbances which has been presented to this Institute. In the old days of electrical transmission most of the trouble we had to cope with was due to the station apparatus itself, as the insulation of the lines was relatively high. As line voltages have risen with the progress of the art, the insulation of station apparatus has risen in proportion. Presumably lightning stresses have remained constant, so that at the present time we have insulation in our stations which perhaps on the high- voltage transmissions is high enough to withstand the original lightning surges, and the troubles seem to be shifting out upon the line itself. I think that this is the most noticeable feature of this paper. During the storms spoken of in the paper, many insulators were shattered, poles were shattered, and some cross-arms burned, and so on, and yet only one transformer bushing was damaged within the station.

At that time the results were based upon records obtained over a 13-month period from August 1934 to August 1935, inclusive. The object of this paper is to present the results from August 1934 to September 1937.

    The command and control communication system that supported the 24th Infantry Division (Mechanized) during their charge into Iraq in Operation Desert Storm is discussed. The three primary types of communications used were the tactical telephone network, single channel radios, and hard copy or message traffic. Background on the communication systems is presented, and planning for the operation and deployment of the command and control communication system, including command post configurations, are described.<<ETX>>

  • When East meets West (management problems)

    The problems that arise when US engineers work for Japanese companies are examined. The problems stem from the need to reconcile two radically different styles of communication and decision-making. Many communication problems are due to the vagueness of the Japanese languages, but some are the result of cultural differences; for example, a Japanese manager will expect many things to be tacitly understood that are not understood by the US engineer. Even more frustrating than the language barrier is the decision-making process, which for the Japanese is a consensus-building process. The legal climate in the US also has an impact, inhibiting the Japanese style of decision-making by limited information-sharing. Further friction arises over feedback. Americans expect praise for work well done whereas, for a Japanese, a good job is expected and a manager only discusses unsatisfactory work. Discrimination and the feeling that working for a Japanese company is disloyal to the US also create problems.<<ETX>>

  • Multiple lightning strokes — II

    THE multiple stroke has been defined as a succession of discharges in substantially the same path, either between clouds or between cloud and ground. Multiple strokes are of considerable interest to the engineer, because of the possible effects of successive application of impulses to equipment with a very small cooling or resting period interposed. The author has undertaken studies of natural lightning in three different locations with three somewhat different methods, one of the objects being in each case the determination of characteristics of multiple strokes. One of these investigations is a detailed study of lightning strokes to the Empire State Building in New York, another in Pittsfield, Mass., employs photographic methods making use of an observatory erected for the especial purpose of studying lightning, and the third is an investigation of multiple strokes to transmission lines as measured by the use of the especially designed crater lamp oscillograph installed and operated in co-operation with the American Gas and Electric Company at Roanoke, Va.

    A nation whose coastal areas, offshore as well as onshore, are becoming more intensively developed and utilized must recognize the potential property damage as well as loss of life and cost of injuries that may result from increasing vulnerability to natural hazards such as hurricanes, accompanying tornadoes, and other storms. These will have an impact on communications as well as boat and vessel accidents, also on near-shore and offshore installations. The conclusions of this paper underscore the importance of safe and effective use of the marine environment and the need for increasing attention and analysis. Perhaps nowhere is our need for environmental data and analysis so great as it is in dealing with environmental hazards. As our growth continues are we still at the mercy of our physical environment?
