  • IEC-60870-5 application layer over TCP/IP for an open and flexible remote unit

    This paper presents the development and test of the standard IEC-60870-5 application layer protocol over TCP/IP for a remote terminal unit (RTU) based on open hardware and software. The RTU hardware is an embedded system, a SoC- type design using FPGA that has been programmed with the open core LEO/ with Linux operating system running over it, so both the and IOS are open source. For prototyping the GR-XC3S-hardware 1500 board has been used. There is no open source code available for the IEC standard protocols, so application layer protocol over TCP/IP has to be implemented. All the software design has been made in a PC platform using standard development tools. The source code generated for the protocol has been compiled with the standard Linux gcc compiler in LEON. Several tests have been made to prove that the RTU works correctly.

  • Running Code as Part of an Open Standards Policy

    Governments around the world are considering implementing or even mandating open standards policies. They believe these policies will provide economic, socio-political, and technical benefits. In this article, we analyze Massachusetts's open standards policy as applied to document formats. This policy was known as the open formats policy, and Massachusetts believed it would offer substantial economic and technological benefits. However, our analysis shows these benefits never emerged. The failure of the open formats policy is due to the lack of running code. Running code refers to multiple independent, interoperable implementations of an open standard. With running code, users have choice in their adoption of a software product. Choice brings about economic and technological benefits. Consequently, we urge governments to incorporate a "running code" requirement when adopting an open standards policy.

  • Automated testing of open software standards

    This paper illustrates the power and flexibility of a new approach to creating conformance test suites for open systems software standards such as POSIX. The approach incorporates an automated process for the generation and validation of conformance tests. The automated process has been implemented and comprises key components of the Clemson Automated Testing System (CATS). CATS is a testing facility designed to provide a life-cycle support environment for the development of conformance tests. This paper introduces the CATS facility and presents examples of its use.<<ETX>>
