The 2020 IEEE International Conference on Systems, Man, and Cybernetics (SMC 2020) will be held in Metro Toronto Convention Centre (MTCC), Toronto, Ontario, Canada. SMC 2020 is the flagship conference of the IEEE Systems, Man, and Cybernetics Society. It provides an international forum for researchers and practitioners to report most recent innovations and developments, summarize state-of-the-art, and exchange ideas and advances in all aspects of systems science and engineering, human machine systems, and cybernetics.   • Evaluation of center of mass acceleration during quiet standing in patients with stroke

    The postural instability was observed in patients following-stroke during standing, showing an altered center of mass acceleration (COMacc). This study aimed to investigate the effects of stroke on fluctuation and complexity of COMacc during quiet standing. Eleven stroke survivals and eleven gender- and age-matched healthy subjects participated in this experiment. The COMacc series in anteroposterior (AP) and mediolateral (ML) directions during quiet standing with vision condition (VC) and non-vision condition (NVC) were recorded by a three-dimensional motion analysis system (BTS Bioengineering Corp, Italy). The standard deviation (SD) and the detrended fluctuation analysis (DFA) of COMaccwere calculated under two vision conditions. Stroke patients showed increased SD of AP-COMacc(VC: p <; 0.01; NVC: p <; 0.001), increased αdfa of COMaccin AP under NVC (p <; 0.05) and in ML under VC (p <; 0.05) and NVC (p <; 0.001) compared to healthy subjects. Significant differences were found between VC and NVC in the SD of ML-COMaccof healthy subjects (p <; 0.05), and in œdfa of ML-COMaccof post-stroke patients (p <; 0.01), respectively. The increased fluctuation and decreased complexity of COMaccimplied postural balance control mechanism during standing in hemiplegic patients, which may be conducive to improve the rehabilitation strategy of standing balance for poststroke patients.

  • A non-homogeneous approach to simulating the spread of disease in a pandemic outbreak

    In the event of a pandemic outbreak, emergency management units must coordinate an effective mitigation strategy to stop the disease spread using limited resources. In order to develop a successful response, it is necessary to have an accurate model of how the disease will spread. Previously presented models largely rely on homogeneous mixing models, which treat every member of the population as having identical infection risk. Intuitively, such an assumption is unrealistic. Certain demographic groups (e.g., healthcare workers, children and the elderly), have higher infection risks. Additionally, behavioral patterns such as use of public transportation impact infection risks. Using contact networks to represent the level of contact between population members and census data to approximate geographic location and travel patterns, we simulate the progression of a droplet-spread disease through the Greater Toronto Area. The results are periodically displayed on area maps using GIS software for visualization and planning purposes.

  • Efficacy of the drug administration support system for improving drug compliance in home-care

    In terms of home-care, drug compliance has become a serious problem. For elderly patients, it is quite difficult to take various drugs properly without support from medical professionals. There seems a demand for instructing drug administration in home-care to improve medication compliance. The aim of this study is to develop drug administration support system. The device provides right dose of medicine and opens the box automatically at right time. It prevents overdose by managing correct drug dosage in appropriate times. The drug taking behavior of patient is recorded and sent to mobile phone with text message to patient families, nursing staff and home helpers. It ensures an objective evaluation for drug administration since that information is recorded automatically without patient's reporting. The validation of the system was conducted in ten homes and questionnaire with 17 people such as patients, family, home-helpers and care managers for three months. As a result, the system has a positive impact for patients who have multiple diseases, live alone, or with elderly family. The survey result has revealed that 40% of patients evaluated “the frequency of forgetting to take medicine has reduced”. We made a framework to enhance collaboration with patient and pharmacy.

  • Novel method for mitigation of body sway and preliminary results for tandem standing

    This paper explains and discusses a novel method called virtual light touch contact (VLTC), which helps to mitigate postural sway of the human body. The method involves setting a virtual partition around the user and estimating the virtual force caused when the user touches it. A prototype system was developed using motion-capture technology and a tactile stimulator, and preliminary experiments involving a young healthy subject were conducted. In the experiments, the subject was asked to retain a tandem (heel-to-toe) stance with his eyes closed, and the results indicate that the average RMS for VLTC was significantly lower than those for normal tandem standing. This result suggests that the effects of LTC can be achieved using the VLTC method for mitigation of body sway.

  • On-Line Measurement of Airway Closing Volume

    An on-line real-time program for measurement of airway closing volume has been developed, using the Lab-8/e (PDP-8/e) computer. The paper describes the procedure for measurement of airway closing volume and the program which was developed. The program in addition to measuring airway closing volume also measures the alveolar plateau volume, and the slopes of the alveolar plateau and the closing volume excursion. The program operates in conjunction with the Digital Equipment Corporation Pulmonary Test System.

  • The Analysis of Public Need to the Government Community Medical Information: Taking Communities in Wuhan for Example

    With the restructuring of unbans &amp; rural areas and enterprise economic reform in China, large numbers of population come to be communities who have been the main clients of the government community medical information (GCMI). Taking the communities in Wuhan for samples, this paper investigates the main public who need GCMI, their main needs and the characters of their needs according to the demonstration ways. At last, In order to improve the management of the community medical organizations and to serve all the communities, it constructs the GCMI platform for the communities on the analysis of the survey above.

  • New system-design model using action research in a disaster area

    After the Tohoku Earthquake on March 11, 2011, the National Institute of Advanced Industrial Science and Technology (AIST) and some private companies launched a disaster support project, the “Kesennuma Kizuna Project,” in the disaster area Kesennuma City, Miyagi Pref. We started new activities for implementing smart community technologies, such as energy management, robotic life care technologies, etc., to activate the human connections and the community. This paper briefly reviews the project, shows some of the technological results, generates a discussion, and proposes a new system- design process model for social systems.
