  • Public Protection and Disaster Relief Communications

    The public protection and disaster relief (PPDR) sector brings essential value to society by creating a stable and secure environment to maintain law and order and to protect the life and values of citizens. One important task of PPDR services is to deal with emergency and surveillance situations on land, sea and air. The most important part of this work is done in the field, so all the tools must match the needs accordingly. This chapter provides a comprehensive vision of operational aspects concerning PPDR communications that includes a categorization of PPDR operational scenarios, a description of a generic operational framework, the identification of main components and communications’ reference points and the identification of current and expected communications services that are central to PPDR operations. The chapter also describes the main communications technologies and systems currently in use for the delivery of the communications services needed for PPDR operations.

Senior management oversight is fundamental to achieving consistent and compliant adherence to the security policy. Involvement of management will facilitate security policy compliance. Employee involvement is necessary to meeting policy mandates. A primary purpose of security management is to ensure that the organization achieves its security goals and objectives, while avoiding unnecessary risks to itself and those it serves. The chapter describes access control and access control structures and looks at simple mathematical structures and their use in access control.

  • International RF Spectrum Management and Standardization

    This chapter concentrates on global radio‐frequency (RF) spectrum management and standardization. It emphasizes the worldwide role of International Telecommunication Union (ITU)‐R in regulating the wireless services, and the role of ITU‐T in standardization. The chapter provides an overview of spectrum coordination, regulation and standardization at an international level. National and regional standards development organizations (SDOs) develop standards that are recognized and implemented at the national or regional levels. The main goal of the global spectrum management regulation is the appropriate RF allocation, while standardization of wireless systems concentrates on the technical specifications of the transmitters, receivers and antennas. In wireless technology, where global functionality such as worldwide roaming is essential, international RF harmonization and compatibility of standards play a key role. The benefits of harmonized RF include economies of scale, expanded equipment availability, and improved spectrum management and planning. Spectrum harmonization enables enhanced cross‐border circulation of equipment and the increased interoperability of communications.
