The lack of effective brakes is attributed to the demand for advanced medical care by an aging population and to the fact that third parties-taxpayers and employers-pay 72% of US medical care through Medicare and insurance. Problems also arise because technology is deployed too quickly. These problems are examined with respect to specific technologies, namely, lithotripsy, computed tomography, magnetic resonance imaging, and pacemakers.<<ETX>>

  • The cost of arc lighting and general service from medium and small size municipal or private plants

    Much attention has been given to the large power plant in technical publications. This paper, on the other hand, will consider the costs of lighting and general service from the numerous small plants where the cost of service is so frequently and persistently referred to, not only before the plants are constructed but periodically during the operating life and also every time a lighting or power contract is let, a new unit is added or other extensions are proposed. As an example of this, at every renewal of arc lighting contracts with private plants there is generally severe competition and rates must be right to retain this business. Franchises for lighting and power generally go with the arc lighting contract, and if the latter business is lost, competition in all other branches is immediately introduced. This means furnishing arc lighting at little or no profit in many cases in order to retain the incandescent and power business which should in this case make a profit for the entire plant.

The engineering characteristics of these converting apparatus may be classed under two main groups, those referring to economy and reliability, respectively. In both, the electric machine, whether generator or motor, ranges very high: its efficiency is virtually unity; its size, first cost, and maintenance small; its reliability great. In the cost of electric power the electric machine plays only a subordinate part; the essential element in determining the cost and the reliability of electric power is the prime mover; that is, the intermediary step between nature's stores of energy and the dynamo shaft.

    The commenter, as a response to the above-mentioned article (ibid., vol.6, no.3, Sept.1987, p.17-21), briefly examines the problems of taking and supporting ethical instances in the workplace, and proposed a possible partial solution. He notes that the pressure not to become a so-called whistle-blower comes from both the employer (and possibly from the customers or other outside sources) and from the other employers who have not taken an ethical stance. As a possible protective mechanism, he suggests that professional societies could set up ethical indemnity insurance schemes, based on members' contributions, to indemnify their members for monetary losses incurred in the course of ethical fulfillment of their positions.<<ETX>>

  • Antenna mechanic-more effective design of mechanical buffers for steerable antennas

    Discusses three true stories of catastrophes caused by antenna runaway, gives some design advice on mechanical buffers, and provides a worked example to illustrate the design methods. Although it may seem unlikely that certain events could happen concurrently (stuck limit switch, high wind, etc.), the consequences should be carefully weighed against the cost of designing buffers to prevent equipment damage. Conservation of energy is a very good method of identifying loads. It is also important that the energy balance equation be written with all events (wind torque, motor torque, peak velocity) happening simultaneously.<<ETX>>
