Impacts of full secondary treatment at the joint water pollution control plant

OCEANS '85 - Ocean Engineering and the Environment, 1985

In September 1979, the Sanitation Districts of Los Angeles County applied for a 301(h) waiver for modification of secondary treatment requirements for the Joint Water Pollution Control Plant. As specified by Environmental Protection Agency regulations, the waiver evaluated the environmental impacts associated with implementation of partial secondary treatment as compared to elimination of the wastewater discharge entirely. This paper presents ...

As specified by Environmental Protection Agency regulations, the waiver evaluated the environmental impacts associated with implementation of partial secondary treatment as compared to elimination of the wastewater discharge entirely. This paper presents a more practical evaluation by comparing both the economic and environmental impacts resulting from implementation of full versus partial secondary treatment at the Joint Water Pollution Control Plant.

  • Energy recycling in municipal refuse and its pollution control in combustion

Recycling the energy in municipal refuse and controlling the secondary pollution are common concerns. After analyzing the status and disposal of the municipal refuse in China, this paper proposes a technique of refuse incineration, using a fluid-bed incinerator, which converts refuse into energy. The technique of controlling secondary pollution in combustion is also discussed. In this paper, the technique of incineration using a fluid-bed incinerator is introduced. During the combustion process, the refuse is mixed with coal and remover and a noxious gas removal system is installed, which helps to decrease the generation and emission of noxious material, such as dioxins. The result shows that the secondary pollution in refuse incineration is efficiently controlled.

  • Ocean Disposal of New York City Sewage Sludge - A Multimedia Waste Management Assessment

There are evolving discussions among both scientists and policy makers of the desirability of making waste management decisions based on comparison of potential effects in various available disposal media (ocean, land, or atmosphere). This represents a departure from our traditional media-by-media regulatory focus. A comprehensive Special Permit Application prepared to address the ocean disposal of New York City sewage sludge contained elements of both assessment approaches. All of the traditional criteria contained in U.S. EPA Ocean Dumping Regulations were addressed responsive to a single medium evaluation. In addition, as part of the requirement to establish the "need for ocean disposal", a multimedia waste management assessment was conducted contrasting ocean disposal and New York City's long-term land based alternative - incineration. The results of this overall assessment and their implications with regard to coastal or ocean management are discussed.
