    In 1978, the IEEE Task Force on Discrete Supplementary Controls (predecessor of the Working Group on Special Stability Controls) published a survey paper. This paper is citation 1.1 of this bibliography. The survey paper identified ten discrete controls which have been applied by utilities. Use of these discrete controls is becoming more necessary as the utilization of transmission systems increases. Increased utilization of transmission is due to a variety of economic, environmental regulatory reasons. In many situations use of discrete controls reflects cost-effective engineering practice, even when construction of new transmission is a viable option. This bibliography is reasonably comprehensive. The Working Group resources, however, did not allow a truly complete bibliography. Only English language papers, particularly the IEEE literature, from about 1965 are cited. Emphasis is on controls actually implemented by North American utilities.

According to a study by DOE, focusing on the efficiency of motor-driven equipment could add 5 percent to the operating margins of many pulp and paper mills. This paper provides both rationale and methods for realizing potential savings through sound motor management. It promotes the use of life cycle costing as a basis for making proactive repair/replace decisions. Results of a motor management project carried out at Crown Pacific Lumber are provided as an example.

  • Application of novel nozzle-scan coating technique to ferroelectric film fabrication

    A novel "nozzle-scan coating" technique, which could dramatically reduce the material waste and the rinse, was applied to fabricate ferroelectric thin film capacitors. In this coating technique, the dispenser nozzle is constantly scanning back and forth while the wafer is sent at a scan pitch in the direction normal to the nozzle scan direction. The thickness range of the obtained film was smaller than 5% for an 8 inch wafer. Ferroelectric performance in a test capacitor of Pt/SrBi/sub 2/(Ta,Nb)/sub 2/O/sub 9//Pt was equal to that by the conventional spin-coating technique. The coating time is within 60 sec for an 8 inch wafer with 50-75% of the solution efficiency. This technique would reduce the material cost to 1/10 and has an environmental merit of reducing waste of the organic rinse.

  • Life cycle costing for batteries in telecom applications

    The economics of a telecom battery system comprises not only the initial cost, but also the cost of installation, maintenance, testing and disposal. In many cases, the initial cost gives a very misleading impression of the total cost of the system during its lifetime. Thus, more and more, in many applications, the total cost of the system over its lifetime, or life cycle cost, needs to be established in order to have a true economic analysis. A computer program, running in MS Windows, has been developed to generate life cycle costing for batteries in general and it has been optimized specifically for the telecom market. The paper describes the general features which are used in the software and gives details and examples of the output possible.

    Structuring a corresponding performance assessment index system by dividing the responsibility main body,and selecting a performance assessment index according to the principal component analysis. Then basing on a comprehensive performance assessment which is obtained by fuzzy comprehensive evaluation method, to structure a performance assessment model of supervising public projects that is perfect and based on the ideas of activity-based cost, this method provides new means to supervision performance assessment in the new situations.

  • Research of the goal programming optimization model based on the manufacturing supply chain service quality/cost

    In view of antinomy between the logistics service quality and the logistics cost of the supply chain, this paper analyzed the related logistics service quality objectives and logistics cost targets of the core manufacturing of the manufacturing supply chain, and the upstream and downstream nodes enterprises respectly in the procurement, production, transportation, inventory, sales and other areas. Then this paper planed the service quality objectives and cost targets of the supply chain logistics system, and then established the multi- objective programming model. Thus the supply chain logistics system will reach equilibrium between logistics service quality goals and objectives of the logistics costs. And then supply chain logistics system will achieve the overall best economic interests.
