This paper presents the extensional information model for EV based on IEC 61850, and the information exchange implementation methods based on the extensional information model are proposed. The test results show that the extensional information model and its information exchange implementation methods are effective, and can provide feasible solution for EV operation.

  • Implementation of a city-wide Health Information Exchange solution in the largest metropolitan region in China

    Objective: Health Information Exchange (HIE) enables providers to share healthcare information electronically across different organizations to promote safer, more efficient, and less costly patient-centered care. This paper describes the development and implementation of a city-wide HIE system in Shanghai, China. Methods: In 2006, as a product of the Chinese healthcare reform, the Health Information Exchange and Sharing Platform was proposed as a means to facilitate HIE within Shanghai. In collaboration with the Shanghai Hospital Development Center, a state-run nonprofit corporate, the HIE project was implemented across multiple levels within the city. The HIE system is based on the Service-oriented Architecture and complies with industry standards. Results: On September 2010, the first and largest Chinese HIE system was established. As of 2016 the system includes all of Shanghai's 38 tertiary hospitals (highest level hospitals in China), plus 6 district hospitals, and 40 community health centers, with coverage for 39 million patients. The system currently provides a rich source of patient information including encounter history, medication history, laboratory results, radiology images and reports, and clinical notes. Initial outcomes indicate a significant reduction in medication errors and duplication of tests, saving at least 48 million RMB a year, with overall improvement in the quality of care following implementation. Conclusion: The adoption of HIE in Shanghai resulted in improved access to accurate, complete, and relevant clinical information in real time, thus facilitating delivery of high-quality, cost-effective, and efficient care.

  • A Simultaneous Key Generation Technique for Health Information Exchange (HIE) Based on Existing Patients' Credentials

    Electronic Health Record (EHR) systems are being widely used by various healthcare providers due to the benefits these systems offer. Previous work proposed to offer health information exchange involves issuing digital certificates for the patients and requires special hardware, like smart cards, to be present with the patients at the time of service. In this paper, we propose a technique that generates a symmetric session key simultaneously at two different healthcare providers based on the existing patients' credentials. The technique allows requesting healthcare providers to generate the correct key only if patients are present and entering their credentials. A unique key is generated based on patient credentials and a new key is created for each health information exchange to maintain the privacy of patients.

  • [Poster] Using augmented reality to support information exchange of teams in the security domain

    For operational units in the security domain that work together in teams it is important to quickly and adequately exchange context-related information. This extended abstract investigates the potential of augmented reality (AR) techniques to facilitate information exchange and situational awareness of teams from the security domain. First, different scenarios from the security domain that have been elicited using an end-user oriented design approach are described. Second, a usability study is briefly presented based on an experiment with experts from operational security units. The results of the study show that the scenarios are well-defined and the AR environment can successfully support information exchange in teams operating in the security domain.

  • Study on Information Exchange Technology of Advanced Distribution Automation System

    Barriers are existed in information exchange of distribution application system for long times. This paper proposed a method of information interaction using multi-protocols conversion based on IEC61968 series standard. Combined with message bus technology, it solved the problem of information interaction between advanced distribution automation and its related business system existing in the current project. At same time, it applied to change message of distribution device in any power supply company, and its achievements also can be used for information interoperability among all power systems. The basic ideas and methods presented in this paper have become parts of the enterprise standard of SGCC, which provide guidance of distribution network in the planning, construction, acceptance and operation.

  • Downlink beamforming in small cells with scalar information exchange

    Multi-input single-output (MISO) beamforming techniques are addressed in the downlink small cells environment, where a small cell base station (BS) has multiple antennas while a user has a single antenna. Two-types of extreme beamforming schemes at small cell base stations (BSs) are considered based on local channel state information (CSI) at transmitter: i) maximizing the desired channel gain and ii) minimizing the interference generated by each small cell base station (BS). Then, we propose a beamforming scheme that minimizes weighted generating-interference in pursuit of enhancing the achievable rate. In particular, an additional scalar information exchange is assumed between the BSs via a low-rate interface such as the X-2 interface in the 3GPP standards. By carefully choosing the weight coefficients based on the signal-to-interference-and-noise-ratios (SINRs), the scheme balances between these two philosophies - egoism and altruism. Simulation results show that there exists a trade-off between the amount of CSI knowledge and the achievable rate.
