  • The analysis of electronic government development strategy model

Based on the essence of electronic government, this essay classifies and summarizes the obstacles existed in the various fields of electronic government development. It points out that the development of electronic government including not only the application of information technology, but also including IT strategy, government strategy, organizational infrastructure and circuit, as well as the adaptation and integration of IT/IS infrastructure and circuit. Electronic government implementation process is actually a complex and systematic process that government strategy and information technology strategy constantly and dynamically adjust to the correspondence. In this dynamic process, the most important is the perfect convergence between the government's service information and information systems. This process is to create a streamlined, efficient, honest, fair government operation mode. Finally, put forward the strategic alignment model of electronic government and illustrates the model in detail.

  • The Design and Research of Basic Information Platform about the Electronic Government in Guangzhou

Guangzhou implemented e-government project which provided good opportunity to achieve the Government's reform of the management functions. The basic information platform mainly included basic database system, meta-data management system, data applications and services system, directory services system and government system based on directory service. It was the general framework and the basis of e-government which played a central role in the e-government and digital Guangzhou. It formed a communication bridge among the information island of government affairs system and broke the chaotic situation of individual e-government. As public information service establishment and electronic government support in Guangzhou, the basic information platform of electronic government drove the sustainable and healthy development of electronic government. This paper which took Guangzhou as an example introduced the present status of electronic government, discussed the development principle and the framework structure based on the principle, and looked forward to the application prospect and meaning under its digital city and electronic government background.

  • A Quantitative Study on the Research Fronts of Electronic Government

In recent years, there has been a rapid growth in the volume of research output on the topic of electronic government. To understand the dynamics of this research field, we conducted a quantitative analysis on 2232 articles published on SCI, SSCI journals. We identified the top 20 key authors, who published most, and the top 20 highly cited and pivotal documents in this research field. We used a bibliometrics analysis software CiteSpace II to visualize the trends and patterns in the scientific literature. From analysis of the cluster views and time-zone views, it is found that the hotspots in the research of electronic government include the enhance e-government cross- sectoral collaboration ability, the construction of e-government, the security infrastructure design of digital government in a multiple and complex environment. Meanwhile, the research front of electronic government is performance evaluation.

  • The Application of a Scheme of Digital Signature in Electronic Government

In electronic government where there is not complete trust between documentspsila sender and receiver, something more than authentication is needed. The most attractive solution to this problem is the digital signature which is analogous to the handwritten signature. The signature is formed by taking the hash of the message and encrypting the message with the creatorpsilas private key. It guarantees the source and integrity of the message. Then a suitable digital signature algorithm will be picked out as a result of comparing and analyzing three main digital signature algorithms in this paper. Finally, a scheme of digital signature in electronic government will be proposed in order to settle some specific problems such as spilling out secret, forging or denial and so on. Besides, a brief analysis regarding security will be given for this scheme.

  • The role of information assets in Electronic Government Systems

There currently exists an insufficient conceptualisation of Information-as-an- Asset domain that challenges the implementation of Information Asset Management in organisational practice. In the context of 21st century going digital, it is vital to embed effective Information Asset Management in a complex socio-technical system as Electronic Government in order to facilitate further developments. The given doctoral research using a multi-method approach addresses this problem by proposing a set of Information Asset Taxonomies integrated into a prototype conceptual model. The latter seeks to present an interoperable framework of Information Asset Management for diverse Electronic Government systems.

  • Research of the Supplier Evaluation System in Electronic Government Procurement Based on Multiple Amended Weight Coefficient

Electronic government procurement has become a global inevitable trend of government procurement development. The supplier evaluation system in electronic government procurement can make the decision-makers take part in discussions and decision-making at any time in anywhere increasing the flexibility and effectiveness of decision-making. In this paper, we research and innovate the algorithm of supplier evaluation based on the multiple amended weight coefficient. With the incomplete information situation gradually improved throughout the whole process of the tender, weight coefficient will be amended three times: determined the weight coefficient according to considering importance of the multi-attribute in general sense; amended the weight coefficient according to the discrete degree of attribute values; amended the weight coefficient again by the discrete degree of experts evaluation. This algorithm has a universal of solving the problems of ¿multi- member, multi-attribute, sorting choice of multiple targets¿.

  • The problem and strategy of Governmental Information Resource sharing on the Environment of Electronic Government

The Sharing of Governmental Information Resource on the Environment of Electronic Government may promote the running efficiency and management level, supervise the government well, and serve the economy and society well. Through ten years' construction, Governmental Information Resource Sharing in China has made great progress, but still exists some problems. This paper aims at the exploration of the problems and corresponding Strategies.

  • Risk Assessment of Electronic Government System Based on GAHP

Being the base of system security measures, the complete assessment of certain risks that the system may face is very worthful. In the research, various elements affecting the security of the system are analyzed, and a risk hierarchical structure model is built by the grey analytic hierarchy process (GAHP) which determines the levels of all associated risks with the help of the constructed risk assessment model. Overall, all these processes provide reliable evidences for the improving effectiveness of security mechanisms which can mitigate, avoid or transport the risks of Electronic Government System.

To construct the frame of the Electronic Government administration system according to submitting and demanding. The main security demanding of the system is analyzed, and digital signature and encryption techniques are used to construct a model to solve these security problems.

  • The design and implementation of civil aviation electronic government system based on SOA

Electronic government system of civil aviation is a complex project, involving multiple e-government application modules of construction. It's beneficial for the e-government system integration to establish the unity basic framework. Therefore, this paper analysis the media, events, information flow, capital flow in civil aviation e-government, according to the different application environment to establish the framework, and then combined with the civil aviation operation characteristics to construct a integrated aviation e-government information interaction application platform based on SOA. This platform using XML, component technology, Web service technology and workflow technology, civil aviation B2B scheme to analysis the goal of civil aviation e-government, design the whole system framework, and discusses the realization and main technology of civil aviation e-government system furtherly.
