    This paper presents an activity related to Control System Security. The control system works every place in the society, including power source, factory, building, home, and so on. The controllers are connected to Internet through an engineering tool on a general O/S, for example Windows. Therefore, vulnerability of the general O/S and the tool may become that of controller. STUXNET attacked this security hole in 2010. Security Task Force is made by METI in 2011. And Control System Security Centre established in 2012 succeeds the work of the TF.

It is important to note that most of the nation's critical infrastructures and industrial processes mentioned above are publicly owned and operated. Thus, to minimize the risks of critical systems, preparing industrial control system security framework by considering Ethiopian Context is a must. In this paper, we prepare ICS security framework based on industry good practice from the fields of ICS and IT security and aims to help organizations address the challenges of increased use of standard IT technologies in the ICS environment. The paper provides recommended ICS security architecture, network security and communication protocol in the context of Ethiopian ICS requirement.

Our curriculum is unique in that it provides security awareness but also the advanced skills required for security specialists in this area. We are aware that in the Australian context there is a cultural gap between the thinking of control system engineers who are responsible for maintaining and designing critical infrastructure and information technology professionals who are responsible for protecting these systems from cyber attacks. Our curriculum aims to bridge this gap by providing theoretical and practical exercises that will raise the awareness and preparedness of both groups of professionals.

  • Industrial Control System Security

    In the past, control networks were completely isolated from exterior attack with the use of proprietary control protocols running on specialized hardware and software. Since then, TCP/IP based systems have made their way into the industrial control system. Control networks based on TCP/IP provide better connectivity and remote access capabilities, making the industrial control system vulnerable to cyber threats such as computer virus, internet worm, manipulation of operational data which can result in the disruption of the entire control system. In this paper, security risks of the industrial control system based on control network are analyzed and the differences between the disruption of control performance and that of control function are presented. The countermeasures are put forward.

  • Myth and reality on control system security revealed by Stuxnet

    Stuxnet was reported as the first malware specifically targeting control systems. Many people had believed control systems were not targets of cyber attacks before Stuxnet. This paper discusses this kind of gaps between the perception and reality on cyber security of control systems, and how stakeholders of control systems should address the new threat trends such as Stuxnet to improve the security level of their control systems.

  • Automated Control System Security

    Automated control systems (ACSs) lie at the heart of industrial and infrastructure systems and, as such, are one of the most critical parts of critical infrastructures. Yet the information security world has largely ignored these systems, and most information security folks seem to think that the protective processes, measures, and mechanisms that apply to general- purpose enterprise computers also apply to ACSs. At the same time, most control systems engineers know almost nothing about information protection and don't recognize even the potential for the sorts of things that information security professionals consider standard. This mismatch must be addressed, or we'll be paying the price for it for at least one generation.

  • Abnormal traffic filtering mechanism for protecting ICS networks

    The development of IT (Information Technology) has made access to control systems easier. However, because such advancement of control systems gave rise to many security vulnerabilities, the threat of cyber-attack is increasing as well. In order to respond these threats, we discusses the mechanism for protecting ICS (Industrial Control System) network. Most of all, since availability is the most critical factor in a control system, independent network security technology is required. In this viewpoint, this paper presents our industrial firewall system, named the IndusCAP-Gate (Industrial Cyber Attack Prevention-Gate) system, that fundamentally prevents unauthorized access to a control system. Our system applies access control filters of various levels. Most of all, the proposed system has an abnormal traffic filtering mechanism about Modbus and DNP3 protocol of the most widely used protocols in ICS network. Therefore, it facilitates the provision of security policy specific to each zone of the control system intranet.

  • On experimental verification of model based white list for PLC anomaly detection

    Recently, defensive countermeasures of controller are important because cyber- attacks on the control system are growing highly. This paper proposes an anomaly detection method of white list using PLC (Programmable Logic Controller) as one of the countermeasures of controller. This paper introduces a white list design technique which models normal behaviors of field devices via Petri net and converts the white list model to ladder diagram. It allows PLC to detect the cyber-attack.
