2021 IEEE International Conference on Fuzzy Systems (FUZZ-IEEE)

FUZZ-IEEE 2021 will represent a unique meeting point for scientists and engineers, both from academia and industry, to interact and discuss the latest enhancements and innovations in the field. The effectiveness of the proposed development is initially demonstrated via analysis of the Garver's six-bus test system and the IEEE 25-bus test system within the mathematical programming environment of MATLAB.   • Study on evaluation system for economic effectiveness of safety resources based on data of accounting

    This paper demonstrates the necessity of establishing the evaluation system for safety resources based on data of accounting systematically. The author gives the connotations and the features of the proposed new evaluation system of the safety resources. The main viewpoint of the paper includes that evaluation system for safety resources is used in all units with possible accidents in production and for estimating and reflecting the effectiveness of the resources provided in preventing accidents, and also for the compensation of the losses caused by the accidents in production within the entire process. On the basis of the connotations of this evaluation system, the main framework and the model of data envelopment analysis ( DEA ) for the new evaluation system is also explained. The purpose of establishing this evaluation system is to promote effective management and evaluation of safety resources invested in high dangerous industries and enterprises.

  • New approach to determine common weights in DEA efficiency evaluation model

    Data envelopment analysis (DEA) is a mathematical programming approach to appraise the relative efficiencies of peer decision-making unit (DMU), which is widely used in ranking DMUs. However, almost all DEA-related ranking approaches are based on the self-evaluation efficiencies. In other words, each DMU chooses the weights it prefers to most, so the resulted efficiencies are not suitable to be used as ranking criteria. Therefore this paper proposes a new approach to determine a bundle of common weights in DEA efficiency evaluation model by introducing a multi-objective integer programming. The paper also gives the solving process of this multi-objective integer programming, and the solution is proven a Pareto efficient solution. The solving process ensures that the obtained common weight bundle is acceptable by a great number of DMUs. Finally a numeral example is given to demonstrate the approach.

  • Performance evaluation for network systems

    Network systems are composed of a set of processes operating interdependently. In evaluating the performance of the whole system, the operations of the component processes must be taken into consideration. Several models have been developed in the literature, of which, the slacks-based measure (SBM) approach has attracted much attention for its ability to provide suitable efficiency measures. This paper develops a general SBM model for network systems, and is able to decompose the system efficiency into a weighted average of the efficiencies of the processes. An example shows that the network model has stronger discriminating power than the conventional one. The decomposition of the system efficiency helps identify key factors to improve the performance of a unit.

  • Research on Green Generation Scheduling and Its Efficiency Assessment Model

So this paper proposes the Green generation scheduling mode, which is a better energy-saving and environment-protection. Green generation scheduling model can not only economic benefits, but also achieve more environmental benefits. Integrating power system dispatching theory, power system economic theory and DEA assessment theory, this paper introduces DEA assessment index as the assessment index of generation scheduling model considering the energy saving and environmental protection factors. The calculation example shows the efficiency of the scheduling model assessment index of scientific, objective, practical, green power dispatch is better than other power generation scheduling model. The calculation example shows that the efficiency assessment index model of generation scheduling mode is scientific, objective and feasible, and that generation scheduling mode is superior to other generation scheduling mode.

  • Study on the Risk Management Mechanism of the Engineering Project during Decision-Making Stage

    Without a scientific risk management mechanism at the stage of the engineering project decision-making, it is very difficult to change the result of projects only by strengthening the implementation management. This paper research the mechanism from four aspects: procedure subsystem, methods subsystem, suitable risk management organization subsystem, law or rule subsystem and the essential condition of the decision-making environment. A series of appraisal index system is constructed and the DEA model (C2R) is used to analysis the four engineering projects as case to testify the scientific risk management mechanism which would be benefit for reducing the risk and improving the engineering project investment effect.

  • Risk analysis of highway traffic safety based on connection number and triangular fuzzy numbers

    The risk analysis of highway traffic safety is a uncertainty system problem. Based on the theory of set pair analysis, stochastic simulation of triangular fuzzy numbers, herein a risk analysis model for the highway traffic safety was discussed. A concept of multi-element connection number of the set pair, which was consisted of evaluation index sets and classification standard sets of the highway traffic safety, was described to depict the hierarchy and fuzziness of membership between the evaluation sample and classification standard. Moreover, the triangular fuzzy number simulated by means of stochastic simulation was used to express the changing process and fuzziness of component coefficients of discrepancy degree. Combined with the weight of evaluation index, the integrated connection number was calculated to analyze the risk grade of highway traffic safety of the sample. The reliability of evaluation grade of traffic safety was also given. Finally, a practical example was described to confirm and to compare with the attribute evaluation method and the extension method. The results show that the proposed model is more feasible and easy to operate, and the result is good. It can make full use of the uncertainty information of evaluation index and grade classification standard for the highway traffic safety, and resolve the difficulties of traditional operations of triangular fuzzy numbers and their functions.

  • An Analysis of the Efficiency of Central Costs in Large-Scale Enterprises (Groups)

    In the input of production and operations in large-scale enterprises (groups), central costs have now involved a wider scope, more varieties and larger amounts, and therefore central costs are becoming more and more important how to business performances. The change makes it more and more important to analyze and evaluate the input scale and structures of central costs. The appraisal of common costs such as central costs is always a puzzle in business management. This paper begins with the structures of central costs, introduces data envelopment analysis (DEA) method to analyze and evaluate the central costs, and determines the optimal scale and structure of central costs so as to ensure the input efficiency of central costs and eventually provide large- scale enterprises with scientific and rational basis for allocation and reallocation of central costs and at the same time provide scientific and accurate information for decision costs

  • Comparative Analysis of System Evaluation Methods

    This paper analyzes the classifications, foundations of the theory, principles, advantages, disadvantages, and the main application scope of common system evaluation methods including fuzzy comprehensive evaluation, grey forecasting method, technology-economy analytical method, principal component analysis, discrimination analysis, analytic hierarchy process and intelligent evaluation. Then these system evaluation methods are analyzed comparatively from several different viewpoints. Finally some problems needing attention in choosing system evaluation methods are proposed and the conclusions are given.

  • Identifying efficient cane growers and exploiting their expertise in improving inefficient ones?

    The objective of this study is to distinguish efficient cane grower from the less efficient ones using qualitative and data envelopment analysis. Using this method, thirty efficient growers were identified. The strategic plan drawn from comparing efficient growers and inefficient ones is as follows. 1) Using efficient growers to benchmark farm activities that need to be improved, including activities relating to tillage, plant, herbiciding, fertilizing, irrigating. 2) Strengthening the farming skills of growers who own land with sandy loam soil that is susceptible to weather condition change. 3) Making the expansion of the mill's cane-growing land a priority, expanding to loamy clay to sandy loam, implementing irrigation system. 4) Develop business process mapping of efficient growers to improve inefficient ones individually.
