  • Linking the International System of Units to Fundamental Constants

    In November 2018, the General Conference for Weights and Measures, CGPM, established by the Metre Convention in 1875, decided at its 26th meeting on the revision of the International System of Units (SI). The signatory states of the Metre Convention represent about 98% of the world’s economic power and, thus, the SI underpins global trade and the reliability of measurements worldwide. As outlined by Max Planck in his famous paper of 1900 postulating the “Planck constant”, the revised SI shall be based on fixing the numerical values of “defining constants”: the Boltzmann, the Avogadro and the Planck constants, the velocity of light, the elementary charge, the Cs hyperfine clock transition and the luminous efficacy. The revision is based on our present theoretical understanding of the microscopic world and is meant to ensure that the units are valid and realizable “for all of time, for all people”, the vision formulated during the French revolution, extended by Max Planck “for all times and civilizations, throughout the universe”.

All of the work needed to meet the requirements of the 2011 resolution was monitored by the International Committee for Weights and Measures (CIPM), which drafted both resolutions. The CIPM relied heavily on its technical Consultative Committees, composed primarily of experts from National Metrology Institutes and international science bodies with a focus on metrology.

    On May 20, World Metrology Day 2019, the international system of units (SI) underwent a momentous change. The philosophy behind the unit system was altered by replacing the former definitions that rely on seven base units with seven defining physical constants to be used as a basis for realizations of the units. Supported by results from decades of precise measurements, four new definitions and four fixed numerical values were assigned. In this article, we discuss the significance of this change for the unit of mass the kilogram and the electrical units ampere, volt, and ohm.

  • The Life and Work of Giovanni Giorgi: The Rationalization of the International System of Units [Historical Corner]

    This column focuses on Giovanni Giorgi (Figure 1), the Italian scientist who clarified the necessity to augment the existing system of three fundamental units to a fourth electrical one, leading to the International System of Units (SI units) of measurement, now universally accepted. The statement of the physical problem is first briefly recalled. The confusing historical context at the end of the 19th century is examined, and the terms of the problems are clarified. The evolution of the concept of an absolute system, the rationalization of the system and the introduction of a fourth electrical unity, and the contributions of the other scientists before Giorgi (like Carl Friedrich Gauss, Wilhelm Eduard Weber, James Clerk Maxwell, and Oliver Heaviside) are reviewed, and the results of the subsequent various conferences held to organize the matter are considered. Then, Giorgi's intuition and the characteristics of his proposal are described. Finally, some notes about the life and the various scientific and technical activities of Giovanni Giorgi are summarized, showing the contributions given by him in different fields, such as relativity.
