What Are Technical Activities Board Committees?

Technical Activities Board (TAB) committees are the standing bodies through which IEEE's Technical Activities Board exercises its governance responsibilities over IEEE's Societies, publications, conferences, and technical communities. Because TAB itself is a large deliberative body with dozens of voting members representing constituent organizations, much of the detailed oversight work is delegated to specialized committees whose recommendations the full board then acts upon. These committees address the full range of TAB's mandate: periodical quality and scope, conference standards, community health and governance, financial practices, and the incubation of emerging technology areas.

The committee system reflects IEEE's reliance on volunteer expertise. Each TAB committee is staffed primarily by elected or appointed volunteers from across the IEEE technical community, supported by IEEE staff. Committee chairs typically hold seats on the TAB itself, providing a direct channel between detailed staff work and board-level decision-making.

Standing Committees and Governance Functions

TAB's standing committee structure is codified in the IEEE Technical Activities Board Operations Manual, which defines the charter, membership rules, and reporting requirements for each committee. Key standing committees include the Society and Council Review Committee, which conducts periodic assessments of whether individual Societies and Councils are meeting governance and operational standards; the TAB Treasurer's Office, which oversees financial reporting and compliance across member communities; and the TAB Products and Services Committee, which manages the relationship between IEEE Technical Activities and the IEEE Publishing Services group.

Periodicals and Publications Oversight

The Periodicals Review and Advisory Committee (PRAC) is one of TAB's most consequential bodies. It conducts five-year rolling reviews of the IEEE journal and transactions portfolio, assessing whether individual publications serve active research areas, whether their scope is appropriately defined, and whether editorial quality meets IEEE standards. PRAC recommendations can lead to changes in scope, mergers of related journals, or, in rare cases, the suspension of a publication. Conference and Community Governance

The IEEE Conferences Committee operates under TAB to set the policies governing the roughly 1,900 IEEE-sponsored or co-sponsored conferences held each year. It establishes quality thresholds for peer review, handles policy on duplicate submissions and paper retraction, and sets the criteria under which a Society or Council may brand an event as an IEEE conference.
