Social issues and energy is the study of the relationships between energy systems and their social, economic, and equity dimensions, examining how energy production, distribution, and consumption affect communities and how social forces shape energy policy and infrastructure decisions. Energy systems are not socially neutral: who has access to affordable, reliable energy, who bears the environmental burden of energy production, and who participates in decisions about energy infrastructure are questions of political economy as much as of engineering. The field draws from energy engineering, environmental science, economics, political science, and urban planning.

As societies transition away from fossil fuels toward renewable energy sources, the social dimensions of this shift have become a major focus of research and policy. Decarbonizing electricity grids, retrofitting the building stock, and electrifying transportation and industry require large capital investments, regulatory changes, and behavioral shifts that interact with existing patterns of social advantage and disadvantage.

Energy Use and the Built Environment

Buildings account for a substantial share of total energy consumption in most countries, with residential and commercial buildings combined responsible for approximately 40 percent of energy use in the United States. Green building design, which aims to reduce this consumption through insulation, efficient HVAC systems, passive solar design, and smart controls, has both technical and social dimensions. Sustainable design in an energy context applies engineering and architectural principles to minimize lifecycle energy consumption and environmental impact. Design strategies include passive heating and cooling, daylighting, high-performance building envelopes, on-site renewable energy generation, and energy storage.

Beyond individual buildings, sustainable design extends to district energy systems, urban planning decisions that affect transportation energy use, and the integration of buildings with electricity grids through demand response and vehicle-to-grid technologies. The social dimension includes the distribution of benefits, ensuring that the efficiency gains and improved comfort that green design delivers are accessible across income levels rather than concentrated in high-end commercial or residential construction.

Energy Policy and Governance

Energy policy governs the conditions under which energy is produced, traded, and consumed. Designing policies that advance both environmental and social goals simultaneously is technically demanding. IEEE research on sustainable energy policies examines the interplay of economic development objectives, environmental constraints, and social acceptance in policy design, identifying planning, environmental assessment, implementation, and monitoring as four foundational stages.

A persistent finding in energy transition research is that rapid decarbonization policies can produce unintended social consequences. Work on just energy transitions documents cases where efficiency programs and low-carbon building retrofits in low-income communities exacerbated economic inequality when implementation mechanisms were top-down and failed to engage affected residents. Policy frameworks that center equity require technical expertise combined with deliberate community engagement.
