San Francisco Bay Area Council
What Is the San Francisco Bay Area Council?
The San Francisco Bay Area Council (SFBAC) is a regional coordinating body of the IEEE that brings together the neighboring San Francisco, Oakland-East Bay, and Santa Clara Valley sections under a shared organizational umbrella. Within the IEEE's geographic hierarchy, a council sits between individual sections and the parent region, providing a venue where contiguous sections can pool resources, coordinate programming, and operate technical chapters that draw members from more than one section. The SFBAC is one of two councils in IEEE Region 6, which covers the western United States, the other being the Los Angeles Council.
The council exists because the greater San Francisco Bay Area contains an unusually large concentration of IEEE members working in semiconductors, software, aerospace, biomedical engineering, and power systems. Coordinating activity across the three contributing sections reduces duplication, aligns calendars, and lets specialized technical chapters serve a metropolitan-scale audience rather than a single section's geography.
Governance and Relationship to Sections
Under IEEE's member and geographic activities bylaws, a council may be formed by agreement of a group of contiguous sections and acts as a subordinate committee of those sections. The participating sections retain ultimate authority and direct the council's operation. The SFBAC draws its leadership from the San Francisco, Oakland-East Bay, and Santa Clara Valley sections, with officers including a chair, vice chair, secretary, and treasurer drawn from the volunteer base. Guidance from IEEE Member and Geographic Activities frames councils as vehicles for joint programming rather than as independent membership units, so members belong to their home section first and participate in council activities through that affiliation.
Joint Technical Chapters
A principal function of the SFBAC is hosting joint chapters of IEEE technical societies whose membership would be too thin in any one section but substantial across the combined Bay Area. Active joint chapters under the SFBAC include the Power Electronics Society chapter, the MEMS and Sensors chapter, the Computer Society chapter serving the San Francisco and Oakland-East Bay sections, and the SF Bay Area Nanotechnology Council, which spans the three sections and coordinates seminars across Silicon Valley, Oakland, and San Francisco. These chapters typically hold monthly technical meetings with invited speakers from industry and academia, technical tours of local research facilities, and short-course programming on focused subjects.
Training, Student Programs, and Outreach
The SFBAC also runs an annual officer training event that refreshes incoming section and chapter volunteers on IEEE policies, financial reporting, and event planning. Student branch coordination is handled at the area and region level, so the council works alongside the IEEE Region 6 Northwest Area on student branch officer training, student contests, and the biennial Region 6 meeting. Pre-university outreach, humanitarian technology projects, and young professional programming run through the sections themselves, with the council providing a shared calendar and occasional co-sponsored events.
Applications
The San Francisco Bay Area Council's coordinating role supports IEEE activities in a range of contexts, including:
- Joint technical chapter operation across multiple sections
- Annual officer training and volunteer development
- Co-sponsored conferences and technical symposia
- Regional coordination with IEEE Region 6 leadership
- Cross-section student branch support and competitions
- Professional networking across the San Francisco, Oakland-East Bay, and Santa Clara Valley engineering communities
