What Is Number Portability?

Number portability is the capability in telecommunications networks that allows subscribers to retain their assigned telephone numbers when switching from one service provider to another, changing service types, or moving between geographic locations. Before portability requirements existed, a customer who changed carriers was forced to adopt a new telephone number, creating a substantial barrier to competition and switching costs that protected incumbent carriers. As described in the ScienceDirect engineering overview of number portability, the introduction of portability shifted the industry from an ownership model, where numbers were tied to a specific carrier's infrastructure, to a hosting model, where providers host numbers that subscribers retain independent of the network relationship.

The concept encompasses three distinct categories: provider portability, which allows a subscriber to keep a number when switching carriers in the same area; geographic portability, which allows a number to travel with a subscriber who moves to a different location; and service portability, which allows a number to be moved across different service types such as fixed, mobile, and voice over IP. Regulatory mandates in most countries require at minimum provider portability.

Local Number Portability

Local number portability (LNP) refers to provider portability for wireline telephone customers and was mandated in the United States by the Telecommunications Act of 1996 and implemented through FCC rules in Title 47 CFR Part 52. The technical challenge LNP introduced was fundamental: traditional telephone network routing assumed that the first six digits of a ten-digit number (the NPA-NXX, identifying the area code and central office) identified the switch serving that number. Portability breaks this assumption because a number can leave its original switch. The solution adopted in the United States was the Location Routing Number (LRN) architecture, in which each switch is assigned a unique 10-digit LRN, and originating switches perform a database lookup before routing any call to a potentially ported number. Wireline LNP became operational through regional Number Portability Administration Centers (NPACs) on December 31, 1998.

Mobile Number Portability

Mobile number portability (MNP) extends the same principle to wireless subscribers, enabling customers to move their numbers between wireless carriers. In the United States, MNP became available in the top 100 markets in November 2003 and was extended nationwide by May 2004. The technical implementation follows the same LRN database architecture as wireline LNP, adapted for the Home Location Register (HLR) and Visited Location Register (VLR) systems used in GSM and CDMA networks. Internationally, MNP deployment timelines have varied significantly, with the European Union mandating it for member states and the ITU recommending it as a pro-competition measure in developing markets.

Technical Implementation

The backbone of number portability in the United States is the Number Portability Administration Center system, operated by iconectiv under contract to the telecommunications industry. As the NPAC's general FAQ explains, when a subscriber requests a number port, the gaining carrier initiates a transaction that flows through the NPAC, which distributes updated routing data to all participating service providers. The NPAC operates seven regional databases that collectively track the porting status of wireline, wireless, and VoIP numbers nationwide. When any switch in the network places a call, it queries its local copy of the ported number data, identifying the LRN of the current serving switch and routing accordingly over SS7 signaling. The FCC's number portability rules under 47 CFR Part 52 Subpart C define the obligations of all carriers to support and facilitate porting requests within specified timeframes.
