What Are Nationally Determined Contributions?
Nationally Determined Contributions, abbreviated NDCs, are the climate action pledges that each country submits under the Paris Agreement, setting out the emissions reductions it intends to achieve and the policies it will use to get there. Article 4 of the agreement requires every Party to prepare, communicate, and maintain successive contributions, and the UNFCCC account of NDCs describes how they are submitted and where the public registry holds them. The defining feature is in the name: the content is determined nationally rather than negotiated internationally, which distinguishes the Paris architecture from the Kyoto Protocol's assigned targets and was the compromise that made near-universal participation possible.
An NDC is a submission, not a treaty schedule. Its legally binding elements are procedural, covering submission and reporting, while the substance of the target is a matter of domestic policy. That design places the burden of credibility on measurement and review rather than on enforcement.
Structure and Content
Most NDCs are built around an economy-wide mitigation target expressed either as an absolute reduction from a base year, as a reduction relative to a business-as-usual projection, or as an emissions intensity per unit of gross domestic product. Many developing countries submit two figures, an unconditional target funded domestically and a conditional target contingent on international finance, technology transfer, or capacity support. Beyond the headline number, submissions typically list sectoral measures: renewable capacity additions in gigawatts, grid loss reduction, vehicle electrification shares, industrial efficiency standards, methane capture at landfills, and forest cover targets. Adaptation components are optional but increasingly common, and national reference documents such as the German Environment Agency's summary of what an NDC contains show how widely scope and format still vary between Parties.
The Five-Year Cycle
The agreement operates on a cycle intended to raise ambition over time, described informally as the ratchet mechanism. Parties submit updated contributions every five years, each required to represent a progression beyond the last and to reflect the country's highest possible ambition, so a weaker successor target is not contemplated by the framework. Feeding that cycle is the global stocktake, a collective assessment of progress conducted every five years beginning in 2023, whose findings are meant to inform the next round of submissions. Analyses tracking the timeline of the ratchet mechanism set out how the review and submission dates interlock. The secretariat aggregates each round into a synthesis report, and the 2025 NDC synthesis report compiled the contributions covering targets to 2035, quantifying the distance between pledged trajectories and the temperature goals of Article 2.
Accounting, Inventories, and Transparency
Turning a pledge into a verifiable quantity is a measurement problem. Countries compile greenhouse gas inventories following IPCC methodological guidelines, combining activity data such as fuel consumption and cement production with emission factors, and report them through the enhanced transparency framework in biennial transparency reports subject to technical expert review. Target setting itself relies on energy system and integrated assessment models that project demand, generation mix, and abatement cost under alternative policy assumptions. Where countries trade mitigation outcomes under Article 6, corresponding adjustments prevent the same reduction from being counted by both the buyer and the seller. Independent monitoring adds a check on self-reporting, using satellite observation of methane plumes and land cover change alongside atmospheric inversion methods.
