What Is the Member and Geographic Activities Board?
The Member and Geographic Activities Board (MGA Board) is the governing body within IEEE that holds responsibility for membership development, geographic unit oversight, and member programs across the organization's global footprint. It is accountable to the IEEE Board of Directors and serves as the policy-setting authority for the network of Regions, Sections, Chapters, Student Branches, and Councils through which IEEE delivers services to its more than 400,000 members worldwide. The MGA Board sets strategic direction for member engagement, approves the formation and dissolution of geographic units, oversees MGA financial operations, and ensures that the policies governing geographic units are current and consistently applied.
The Board's membership consists of elected officers, Region Directors, and appointed representatives who bring perspectives from different parts of the global IEEE community. The principal leadership positions include the MGA Vice President, who chairs the Board, and Vice Chairs responsible for distinct functional areas such as geographic unit operations, member development, and information management. This manual defines the criteria for forming and dissolving geographic units, the financial reporting and audit requirements that Sections must meet, the election procedures for unit officers, and the processes by which units can apply for operational grants and activity funding. The Board reviews and updates this document periodically to reflect changes in IEEE policy, technology infrastructure, or member needs. It also resolves appeals from geographic units regarding compliance decisions and provides interpretive guidance when operational policies are ambiguous.
Strategic Planning and Member Development
The Board directs the strategic planning process for MGA, setting objectives for membership growth, volunteer engagement, and program quality over multi-year horizons. A dedicated Strategic Planning Committee under the Board develops tactical objectives and monitors progress against measurable targets. Member development programs supervised through the Board include the Membership Development grant program, which provides funds to Sections for activities likely to attract new members, and coordination of the triennial Sections Congress, which brings Section and Region leaders together to share best practices and shape MGA policy.
