What Is a Livelihood?
A livelihood is the set of capabilities, assets, and activities through which a person or household secures the means of living. The definition is deliberately broader than employment or income: it includes wage work, self-employment, subsistence production, remittances, and access to common resources, along with the skills, tools, land, savings, and social relationships that make those activities possible. The concept entered development practice through the work of Robert Chambers and Gordon Conway in the early 1990s. Their formulation added the criterion of sustainability, meaning a livelihood that can absorb shocks and stresses without permanently depleting the resources it depends on.
For engineering management the concept matters because infrastructure projects, industrial automation, and technology deployment all change how people earn a living. A project appraised only on financial return can look sound while displacing the asset base that a community's livelihoods rest on.
Livelihood Assets and the Sustainable Livelihoods Framework
The dominant analytical structure is the sustainable livelihoods framework, developed by the UK Department for International Development in the late 1990s and adapted widely since. It organizes household resources into five categories of capital: human capital, meaning skills, knowledge, labor capacity, and health; social capital, meaning networks and membership in groups; natural capital, meaning land, water, and biological resources; physical capital, meaning infrastructure, tools, and equipment; and financial capital, meaning savings, credit, and regular inflows. The framework then connects these assets to a vulnerability context of shocks, seasonality, and trends, and to the policies and institutions that mediate access. An overview of the sustainable livelihoods approach published by the Asian Development Bank sets out how the five asset classes and the transforming structures interact to produce livelihood strategies and outcomes.
Employment, Informality, and Measurement
Wage employment is one livelihood strategy among several, and in much of the world it is not the dominant one. The International Labour Organization's work on the informal economy defines informality as economic activity that is not covered, or is insufficiently covered, by formal arrangements such as labor legislation, commercial registration, income taxation, and social security. ILOSTAT figures on informality place roughly fifty-eight percent of the global workforce in informal employment, a share that rises sharply in low-income countries and in agriculture. Measurement therefore relies on household surveys rather than payroll records, and indicators combine income, hours, security of tenure, occupational safety, and social protection coverage. Composite measures of multidimensional poverty and the decent work indicators adopted under Goal 8 of the Sustainable Development Goals both reflect this multi-attribute view.
Technology Change and Livelihood Impact
Technological change reshapes livelihoods on several time scales at once. Automation and algorithmic management shift the composition of tasks within occupations, favoring those that are hard to codify and displacing routine work. Electrification, mobile connectivity, and digital payments extend the range of viable activities, particularly for microenterprises that previously lacked access to markets or credit. Large infrastructure projects, including dams, transmission corridors, mines, and industrial parks, can eliminate an asset base entirely, which is why development finance institutions require livelihood restoration plans alongside resettlement action plans. Climate impacts operate through the same channels, degrading natural capital and raising the frequency of the shocks against which livelihood strategies are meant to buffer.
