What Is IEEE Publishing?

IEEE Publishing is the organizational function within IEEE responsible for producing, distributing, and maintaining the quality standards of all IEEE technical publications, including peer-reviewed journals, transactions, magazines, conference proceedings, standards documents, and books. It constitutes one of the largest technical publishing programs in the world, with IEEE publications accounting for roughly 30 percent of the world literature in electrical engineering, electronics, and computer science. IEEE Publishing operates through a combination of professional staff, volunteer editorial boards, and partnerships with commercial publishers to deliver technical content to researchers, engineers, and students globally.

IEEE's publishing program grew directly from the publishing activities of its predecessor organizations, the American Institute of Electrical Engineers (AIEE) and the Institute of Radio Engineers (IRE), which both operated technical journals in the early twentieth century. After IEEE's formation in 1963, the unified organization systematically expanded its publication portfolio to keep pace with the growth and diversification of the electrical and electronic engineering fields.

IEEE Press and Book Publishing

IEEE Press is the book publishing arm of IEEE, producing monographs, textbooks, reference handbooks, and edited volumes in partnership with John Wiley and Sons. The partnership, in place since 2001, gives IEEE editorial authority over content while Wiley handles production and global distribution. The IEEE Press imprint covers more than 900 titles across seventeen specialized series, adding approximately fifty new titles each year. Books are available through the Wiley-IEEE catalog, through IEEE Xplore's eBook holdings, and in print through standard retail channels.

IEEE Computer Society Press

The IEEE Computer Society Press operates as the publishing unit of the IEEE Computer Society, one of IEEE's largest and most active technical societies. Formalized as a distinct press operation in the late 1970s, the CS Press historically produced conference proceedings, tutorial texts, and reprint collections that served the computing research community. The Computer Society Conference Publishing Services now produces more than 2,000 conference publications annually, alongside authored books on computing topics distributed through a Wiley partnership. The IEEE Computer Society Digital Library provides online access to the CS Press's historical and current publication record.

Publishing Guidelines and Author Policies

IEEE Publishing is governed by a detailed framework of author guidelines, ethical policies, and peer review standards maintained by the IEEE Publication Services and Products Board and documented in the IEEE Author Center. These guidelines cover submission requirements, policies on prior publication and duplicate submission, peer review procedures, open access options, copyright and licensing terms, and post-publication correction and retraction standards. The IEEE open access program, centered on IEEE Access and a growing portfolio of society-specific open access journals, operates under Creative Commons CC BY 4.0 licensing with article processing charges funding free reader access. Author guidelines are designed to maintain consistency across more than 200 journals and 1,800 annual conferences, ensuring that published work meets the editorial standards expected by the IEEE readership.
