What Are IEEE Online Publications?

IEEE online publications are the digitally distributed journals, magazines, conference proceedings, standards, and educational materials published or co-published by the Institute of Electrical and Electronics Engineers and delivered through web-based platforms, most notably the IEEE Xplore digital library. They represent the primary channel through which IEEE's technical literature reaches readers worldwide, supplanting print distribution for the majority of the organization's publishing output over the course of the 2000s and 2010s. As of 2024, IEEE Xplore provides access to more than seven million full-text documents covering electrical engineering, electronics, computer science, and related fields, serving over ten million unique users.

IEEE is one of the world's largest technical publishers, and its online portfolio includes more than 200 active journals and magazines, over 1,200 conference proceedings per year, and more than 4,500 technical standards. The transition to online delivery changed both how articles are discovered and how they are used, enabling citation linking, full-text search, and article-level access patterns that were impossible in a print-subscription model.

IEEE Xplore as the Central Platform

IEEE Xplore launched in 1999 as the organization's centralized digital library, consolidating content that had previously been distributed on CD-ROM or through publisher partnerships. The platform hosts content dating back to 1872 for select historical materials, with systematic digitization of the journal backfile extending to 1988. IEEE Xplore supports article-level search, citation export in standard formats, and full-text access under institutional or individual subscriptions. The platform also integrates with research workflow tools such as bibliographic managers, allowing engineers and scientists to incorporate IEEE papers into their reference libraries with minimal manual effort.

Conference proceedings constitute a distinctive component of IEEE's online holdings. Unlike in most other scientific disciplines, conference papers in electrical engineering and computer science frequently represent primary research results of archival value, and their inclusion in IEEE Xplore on equal footing with journal articles reflects the culture of the fields IEEE serves.

Open Access and Access Models

IEEE has progressively expanded open-access options across its publications portfolio. Author-funded open access, under which authors pay an article processing charge to make individual papers freely available, is offered across most IEEE journals as a hybrid model alongside traditional subscription access. Several IEEE publications operate as fully open-access venues, including a number of IEEE Access, a multidisciplinary journal launched in 2013 that provides immediate free access to all published articles. The IEEE standards portfolio is separately available, with some standards offered at no charge and others under paid access.

Scope of Online Content

The content available through IEEE online channels spans the full range of IEEE's technical society activities. Journals published by the IEEE Signal Processing Society, the IEEE Communications Society, the IEEE Computer Society, and approximately 40 other societies and councils are all delivered through Xplore. Magazines such as IEEE Spectrum, IEEE Network, and IEEE Potentials, which aim at broader practitioner audiences rather than specialist researchers, are also available online alongside the more narrowly focused research journals.
