What Are IEEE Committees?
IEEE committees are the formal working groups and advisory bodies through which the Institute of Electrical and Electronics Engineers governs its operations, advances its technical activities, and carries out the work of its major boards. Under the IEEE Bylaws, the board of any IEEE organizational unit is considered a committee of IEEE, meaning the term encompasses a wide range of bodies: standing committees that report to the Board of Directors, technical committees within individual societies, standards committees that develop and ballot IEEE standards, and ad hoc committees convened to address specific time-limited questions. Committees are the mechanism by which IEEE's volunteer membership translates expertise into institutional action.
Governance Committees
IEEE's governance committees operate under its six major boards: the Board of Directors, the Technical Activities Board, the Standards Association Board of Governors, the Member and Geographic Activities Board, the Publication Services and Products Board, and IEEE-USA. Each major board maintains standing committees to handle specific areas of oversight, such as finance, ethics, awards, and strategic planning. Technical Activities Committees
Within the Technical Activities Board, committees serve as the connective tissue between IEEE's 46 societies and councils and the board-level governance they report to. The Society and Council Review Committee conducts five-year periodic reviews of IEEE societies and technical councils to assess their health, relevance, and strategic direction. The Periodicals Review and Advisory Committee oversees the portfolio of IEEE journals and transactions, evaluating editorial quality and technical scope. Standards Committees
The IEEE Standards Association operates through a distinct committee structure dedicated to the development, revision, and maintenance of IEEE technical standards. Individual standards projects are governed by working groups, each of which drafts the standard text and submits it for ballot by the relevant standards committee. The IEEE SA's Standards Board and its Ballot Review Committee oversee the procedural integrity of the standards process, handling appeals and ensuring that ballots meet the transparency and openness requirements specified in the IEEE SA Standards Board Bylaws.
