What Is Government Policy?
Government policy is a purposive course of action adopted by a governing authority to address a defined problem or achieve a specific public objective. It encompasses the full cycle from problem identification and legislative authorization through regulatory implementation and program evaluation. In technology and engineering, government policy functions as the primary mechanism by which societies set the terms for research investment, technology deployment, infrastructure development, and the management of risks that private actors are unable or unwilling to internalize on their own.
Policy differs from raw legislation in that it includes both formal law and the discretionary choices agencies make in implementing that law. A statute authorizing spectrum auctions, for example, creates the legal framework, but spectrum policy includes the FCC's specific rules on auction design, license duration, and use restrictions, each of which is a policy choice with significant technical and economic consequences.
Technical Expertise and Public Policy
A persistent challenge in technology governance is the gap between the technical complexity of the problems governments must address and the expertise available to those making the relevant decisions. Policies that affect privacy, surveillance, algorithmic decision-making, or critical infrastructure must earn and maintain public confidence to be durably effective. Trust is built through transparency, clear articulation of policy rationale, meaningful accountability mechanisms, and demonstrated willingness to revise policies that produce harmful outcomes.
Trust operates in multiple directions: the public must trust that government policies protect its interests, and governments must trust that technical actors, standards bodies, and private operators are providing accurate information.
