What Is Facsimile?

Facsimile, commonly called fax, is a telecommunications technology for transmitting scanned printed material, including text and images, over telephone networks or digital data links. A facsimile machine digitizes the optical content of a document page into a binary signal, compresses the resulting data, and transmits it to a receiving machine that reconstructs and prints an analog copy. The technology was developed in the nineteenth century but reached widespread commercial adoption in the 1980s following the ITU-T standardization of Group 3 encoding, which made fax machines interoperable across manufacturers and national telephone networks.

Facsimile sits at the intersection of document imaging, data compression, and telecommunications. While internet-based messaging and document exchange have displaced fax for most general communication, it remains in active use in sectors where a machine-generated transmission record with a timestamp carries legal weight, including healthcare, legal services, and government administration.

Signal Encoding and Compression

A Group 3 fax machine scans a document at a standard resolution of 200 dots per inch, producing a binary image that represents dark marks on a white background. This raw bitmap is compressed before transmission using the Modified Huffman (MH) coding scheme, which exploits the statistical tendency of fax content to contain long horizontal runs of white pixels. Modified Read (MR) and Modified Modified Read (MMR) coding extend compression by incorporating two-dimensional redundancy between adjacent scan lines. The resulting compression ratios substantially reduce transmission time over the narrow 3 kHz analog telephone bandwidth. The ITU-T T.30 recommendation defines the complete call setup, compression, and error-correction protocol for Group 3 fax machines, and the ITU-T T.30 standard remains the authoritative technical specification for interoperable analog fax operation.

Standards and Protocols

The ITU-T has defined a progression of facsimile standards. Group 1 and Group 2, defined in the 1960s and 1970s, transmitted a page over analog telephone circuits in six minutes and three minutes respectively, without digital compression. Group 3, introduced in 1980, reduced a standard page to under one minute using digital encoding and V.27ter or V.29 modem protocols. Group 4, defined under T.6 and intended for digital ISDN lines, achieves higher resolution and faster transmission but was never widely deployed because analog Group 3 remained adequate for most purposes and ISDN uptake was limited. The ITU-T T.4 recommendation defines the image encoding parameters for Group 3 machines, specifying the Huffman code tables and scan-line formats that all compliant equipment must implement.

Fax over IP and Digital Continuity

As telephone networks migrated from circuit-switched to packet-switched infrastructure, analog fax signals became unreliable because voice-over-IP codecs strip the high-frequency components of modem tones. The T.38 protocol addresses this by specifying a method for transmitting fax data natively over IP networks without analog modulation, preserving the T.30 session semantics while replacing the physical telephone channel with UDP or TCP packet streams.
