What Is an Energy Policy Committee?

An energy policy committee is a body, within a professional society, government agency, regulatory authority, or legislative branch, charged with developing, reviewing, and communicating positions on the technical and regulatory dimensions of energy production, delivery, and use. These committees serve as conduits between technical expertise and policy decision-making, providing analysis that legislators, regulators, and public agencies may lack internally. They produce position statements, respond to requests for technical comment on proposed rules, and publish white papers that inform public debate on topics such as grid modernization, energy security, and decarbonization.

Within IEEE, the primary body serving this function is the IEEE-USA Energy Policy Committee (EPC), established to assist in the resolution of energy problems in the United States through the provision of sound technical counsel drawn from the engineering knowledge of IEEE membership. The committee directs a major portion of its effort toward energy-related activities of the legislative and executive branches at federal, state, and local levels.

Role and Mandate

The IEEE EPC is authorized to address any aspect of the energy situation where the engineering knowledge and skills of IEEE members can make a constructive contribution. Its formal mandate covers preparation and presentation of positions on governmental energy policy within the technical and professional competence of IEEE, consistent with IEEE-USA's goal of supporting energy policies that serve users' needs in an economically and environmentally sound manner while protecting national security.

Standards and Global Policy Engagement

The IEEE Standards Association Energy Global Practice complements the EPC's advocacy role by developing voluntary technical standards for power system components, smart grid communications, and distributed energy resources. Standards such as IEEE 1547 for interconnection of distributed resources translate policy goals into testable technical requirements. The EPC and the Standards Association coordinate to ensure that position statements are consistent with the technical content of applicable IEEE standards, so that policy recommendations are grounded in demonstrated engineering practice.
