What Is the Digital Economy?

The digital economy is the portion of economic activity that depends on digital technologies, digital inputs, and networked exchange of information. It covers the industries that produce information and communications technology, the firms whose output is delivered digitally, and the increasingly large share of conventional sectors whose production, distribution, and pricing decisions are mediated by software and data. As a subject of study it belongs to economics, and it draws method from national accounting, industrial organization, and engineering management.

The term came into use in the 1990s as commercial internet access spread, but the object it names has kept expanding. Early treatments focused on electronic commerce and the software industry. Current treatments extend to cloud infrastructure, algorithmic pricing, data as a productive asset, gig and platform labor, and the machine learning services layered on top of all of them. That expansion is the source of most definitional disagreement, because a definition that grows to include everything stops being useful for measurement or policy.

Measurement and National Accounts

Statistical agencies have had to reconcile digital activity with a system of national accounts designed for physical goods. Free services funded by advertising, cross-border data flows, and intangible capital all sit awkwardly in gross domestic product. The response has been to add structure rather than a single headline number. Digital supply and use tables, endorsed in the 2025 revision of the System of National Accounts, classify transactions along three axes: how the transaction is ordered and delivered, what good or service is produced, and which industries are digitally intermediating. Comparative indicators such as the OECD Going Digital Toolkit organize country performance across access, use, innovation, jobs, society, trust, and market openness, which reflects a deliberate choice to treat the digital economy as multidimensional.

Platforms, Data, and Value Capture

Two mechanisms drive most of the concentration observed in digital markets. Network effects make a platform more valuable to each participant as participation grows, and near-zero marginal cost of reproduction means an incumbent can serve additional users without proportional expense. Combined, they produce winner-take-most outcomes and raise questions about competition policy, interoperability requirements, and data portability. Distribution of the gains is uneven across countries as well as firms: the World Bank's digital development program reports that internet use ranges from over 90 percent of the population in high-income countries to about 23 percent in low-income countries, a gap that limits which economies can participate in data-driven production at all.

Blockchains and Digital Assets

Distributed ledgers occupy a distinct corner of the digital economy because they change who maintains the record of a transaction. A blockchain is an append-only ledger replicated across participants, with consensus rules that make retrospective alteration computationally expensive. The NIST Blockchain Technology Overview sets out the cryptographic primitives, permissioned and permissionless models, and the limits of the technology, including the observation that immutability and privacy requirements often conflict. Applications range from cryptocurrencies and tokenized assets to supply chain provenance and settlement infrastructure, and central bank digital currency projects have adopted parts of the design while rejecting decentralized consensus.
