What Is Climate Security?
Climate security is the analysis of how a changing climate affects the stability of states, the reliability of critical infrastructure, and the conduct of military and humanitarian operations. It treats climate change as a driver of security outcomes rather than as an environmental subject on its own, asking which hazards create instability, through which pathways, and on what timescale. The field draws on climate science, intelligence analysis, defense planning, development economics, and hydrology, and it produces assessments intended for decision makers who allocate forces, aid, or capital.
Analysts usually describe climate as a threat multiplier: it rarely causes a conflict by itself, but it can sharpen resource competition, weaken state capacity, and displace populations in places already under stress. The National Intelligence Estimate on climate change, released in 2021 as the consensus view of all 18 U.S. intelligence community elements, projects destabilizing effects worldwide through 2040 and identifies 11 countries, concentrated in South and East Asia and the Caribbean, as highly vulnerable to climate impacts on energy, food, and water security.
Risk Assessment Methods
Climate security assessments combine physical hazard projections with social and institutional indicators. The physical layer draws on downscaled climate models for temperature, precipitation, sea level, and storm behavior. The exposure layer maps populations, agricultural systems, ports, bases, and transmission networks. The vulnerability layer captures governance quality, food import dependence, insurance penetration, and the presence of existing grievances. Combining the three yields country or regional profiles rather than point predictions, and the UNDP climate security risk assessment profiles illustrate the format for small island states, where sea level rise and freshwater salinization dominate the risk picture. Confidence intervals matter here: analysts distinguish hazards with strong model agreement, such as warming and sea level rise, from those with weaker agreement, such as regional precipitation shifts.
Critical Infrastructure and Military Readiness
Defense and homeland security agencies apply the same methods to their own assets. Coastal naval installations face tidal flooding and storm surge, airfields lose lift capacity as density altitude rises during extreme heat, and training ranges close during wildfire season. Beyond military property, the functions that a state depends on can degrade in cascading ways: a heat wave that reduces thermal generation capacity while spiking cooling demand can force load shedding that then affects water treatment and communications. RAND's assessment of risk to national critical functions examined eight hazards, among them drought, extreme cold, extreme heat, flooding, sea level rise, severe storms, tropical cyclones, and wildfire, and traced their effects through interdependent infrastructure sectors.
Governance and Policy Integration
The practical difficulty is turning assessments into institutional action. Ministries of defense, foreign affairs, and environment hold different pieces of the problem and rarely share planning cycles or data standards. The U.S. Government Accountability Office has tracked federal progress on climate and national security since 2014 and has repeatedly found gaps between stated risk and budgeted response. International bodies have added climate advisers to peacekeeping missions and regional organizations, and multilateral development banks now screen lending portfolios for climate risk. Measurement remains contested: no agreed metric separates climate-attributable instability from the political and economic causes it interacts with.
