    Team‐based training efforts have traditionally been difficult to employ, study, and build on individual and team‐based experience across many types of learning contexts, and Internet of Things (IoT) technologies may offer new insights and methods into these challenges. This chapter provides more detail on the initial cycle and process of design research to provide a case study for a type of next‐generation learning involving smart medical team training. Generating, identifying, and modeling technology‐mediated social learning and behaviors or learning characteristics in order to design tools that support, promote, and study the phenomena of interest are core goals of education design research and this work. Attempting to engender effective team‐based reflection within and across teams at the moment of need through innovative data collection, dynamic analysis, and immediate display of meaningful learning analytics (LA) became the core focus of this research effort.

    The public protection and disaster relief (PPDR) sector brings essential value to society by creating a stable and secure environment to maintain law and order and to protect the life and values of citizens. One important task of PPDR services is to deal with emergency and surveillance situations on land, sea and air. The most important part of this work is done in the field, so all the tools must match the needs accordingly. This chapter provides a comprehensive vision of operational aspects concerning PPDR communications that includes a categorization of PPDR operational scenarios, a description of a generic operational framework, the identification of main components and communications’ reference points and the identification of current and expected communications services that are central to PPDR operations. The chapter also describes the main communications technologies and systems currently in use for the delivery of the communications services needed for PPDR operations.

When emergency situations are well known, it is possible to specify a priori these situations and to plan the information sharing needs in advance. However, there are many situations where it is not possible to describe these emergencies and their information sharing requirements beforehand. Therefore, in this paper, we present a framework able to deal with both specified and unspecified emergencies. The idea is to detect unspecified emergencies and related information sharing needs through denied access request analysis, anomaly detection techniques, and analysis of the history of permitted access requests. Besides presenting the techniques, the paper also presents experiments to verify their effectiveness.

    Natural gas is an increasingly important energy source for the United States and is being used in more critical operations, such as power plants, military installations, and hospitals. These facilities and others are increasingly turning toward natural-gas-powered distributed generation (DG) and microgrids to provide reliable generation. DG provides back-up power for communications, water and waste water pumping, and other critical facilities, with a growing need for communications to drive sensor and control functions for other utility infrastructures. Damage to natural gas infrastructures can have cascading impacts throughout the energy supply chain.

    The society today has entered a period during which crises happen frequently, their destruction escalates and their international inter action develops. Thus GCM (government-crisis-management) becomes an important and compelling task for all countries and all levels of government. For China, which is in its transitional period, the management of social crises will have a direct bearing on the image of the government, influence the political and economic stability and development of the country, and therefore will determine the existence of the State power. This paper analyzes the types and causes of public crises and points out the administrative problems in coping with public crisis, hoping to provide constructive advice of the government to timely and effectively deal with different types of public crises and go smoothly through the transformation period.

  • Framework Design of Natural Disasters and Emergency Management System Oriented to Region

    Currently, spatial information technology and emergency management technology are widely used in the 10th Division of the Xinjiang Production and Construction Corps (XPCC), China. In this paper, emergency management system architecture based on Web services and service-oriented architecture (SOA), which is oriented to several kinds of natural disasters and emergent public security events are proposed. By analyzing data characteristics and functional requirements of several kinds of disaster monitoring and evaluation system, we design the logical structure and architecture of emergency response platform oriented to natural disasters and emergent public safety events, and present the system operating mode and emergency resources scheduling mechanism based on service-oriented architecture. Based on the development framework of ESRI products, we provide all kinds of business systems integration solutions, which validated the model system and gave one region-oriented instance of multi-disaster emergency management system design and implementation.
