The 2020 IEEE International Conference on Systems, Man, and Cybernetics (SMC 2020) will be held in Metro Toronto Convention Centre (MTCC), Toronto, Ontario, Canada. SMC 2020 is the flagship conference of the IEEE Systems, Man, and Cybernetics Society. It provides an international forum for researchers and practitioners to report most recent innovations and developments, summarize state-of-the-art, and exchange ideas and advances in all aspects of systems science and engineering, human machine systems, and cybernetics. With the development of spatial information technology and computer technology, GIS technology is widely used in the field of earthquake research. In this paper, the research and application of the GIS-based earthquake disaster prevention system of Beijing is discussed. A four-level system architecture design is presented. The key technology and research results are introduced, including multi-source data integration management, data query and spatial analysis, and user authorization management. A lot of operating interfaces and results are illustrated. Based on the GIS platform and web portal, the system realizes data integration management and efficient service. The system has been deployed and applied in practical work. The actual application results show that the research results have important application significance.
We have developed ocean floor network cable system in view of scientific and technical aspects. Japan Agency for Marine-Earth Science and Technology (JAMSTEC) already deployed a dense ocean floor network system (DONET) in the Tonankai earthquake rupture area and new one named by DONET2 in the Nankai earthquake rupture area. These earthquakes have repeatedly occurred, had tormented people living the coastal area, and suffered great damages of their strong motions and tsunami. These systems have to contribute to early detection of earthquakes and tsunamis, understanding source mechanisms of earthquakes and tsunamis, damage reduction of the coastal areas. In addition, they have to work continuously for long years even if huge earthquakes occurs, because large earthquakes with magnitude of 8 has successively occurred and because large tsunamis have also attacked accompanied with the earthquakes. To prepare such issues, we have considered in various point of views. Here we introduce such various points to set ocean floor network system and implement them.

The formal results show that two levels of disaster prevention education in senior vocational school should be covered two levels, one for the disaster prevention of science knowledge, such as natural disasters, home disaster prevention, campus disaster prevention, and the other for professional training related to disaster prevention knowledge, such as design thinking or engineering considerations and related legal norms in planning stage of building disaster prevention. The former can be used as a fundamental course for all high school students, and the rest can be used as courses set up by professional group. This study will focus on the structure and teaching syllabus of the two kinds of disaster prevention education.

However, according to various surveys, disaster prevention awareness among young people is lower than in other age groups in Japan. Therefore, we began working with a local government to create a disaster education program utilizing information and communication technology equipment such as smart phones to raise awareness of disaster prevention among young people. We believe it is desirable to prepare a disaster prevention education program by grasping awareness of disasters and various characteristics such as regional characteristics in advance. We conducted a questionnaire investigation to grasp junior high and high school students' characteristics and current state of disaster prevention consciousness in Kanagawa Prefecture, Japan. In this paper, we report several important analysis results of this questionnaire.
In order to achieve the goal of sustainable development, the ”challenging 2008 key development plan” of the ministry of education in Taiwan was proposed to plan the ”permanent campus promotion plan” to develop the campus sustainability and convert the traditional campus environment to meet the goals of sustainable development of ecology, environmental protection, health and energy conservation. The Sustainable Campus Promotion Program promotes disaster prevention education and campus safety by understanding the campus's regional, historical and ecological characteristics. This research is focused on the curriculum assessment of disaster prevention education and takes a senior vocational high school in Kaohsiung City as an example. The research method adopts the questionnaire survey method of the teachers and students of the whole school to conduct related disaster prevention education investigation. The results show that, the understanding level of disaster prevention literacy of teachers and students, the differences in disaster prevention literacy between students with different professional backgrounds, and the relationship between teachers and students in disaster prevention literacy. This study can provide a reference for school disaster prevention education curriculum planning, to enhance students' disaster prevention literacy, as well as creating a diverse and distinctive sustainable campus environment.
Growth of globalization and development of new techniques have led conservation to a wider research field in the 21st century. From the perspective of value priority, digital techniques and disaster prevention are main issues in conservation. On the other hand, management in different fields is another important concept. How to integrate value priority and disaster prevention into digital techniques has become an important issue in the field of conservation. The research develops a standard operation procedure of disaster prevention and rescue for historic buildings and monuments from a value priority point of view. The case of Dihua Street is used for organization and training. Besides assessing significant movable and immovable cultural relics and buildings, the research marks their locations, routes and procedures of rescue, it also proposes a disaster factor analysis. According to this trend, this research provides an integrative working frame on digitization of management and disaster prevention for the monuments. The management indicators, metadata and the presentation with GIS are the key issues of this frame.
During the process of urbanization, the urban population and high economic intensity makes it become a giant disaster body and the problem of urban disaster management is prominent gradually. Based on the enhancement of urban disaster prevention and reduction level, the author in this paper proposes the basic concept of urban disaster prevention and reduction geographical planning, elaborates how to take the geographical plan as the carrier to conduct the procedure of urban disaster prevention and reduction geographical planning making full use of geography advantages- comprehensive, systematic and regional and proposes the key points to conduct urban disaster prevention and reduction geographical planning.
In the rapid urbanization process, there are many irrational existences of urban morphology, thus a large amount of potential disasters lurk. The paper aims to throw a light upon the present urban morphology and some conflicts about urban disaster prevention. This research was given from the viewpoint of urban disaster prevention through several cases of different types of urban disaster. Then the relations between the optimization of urban morphology and urban disaster prevention were analyzed, e.g. location of the city, urban size and environmental capacity, direction for urban development, space urban structure, etc. Furthermore, an application was probed, which was used by some space information technology, such as GIS, in the disaster-oriented urban form optimization.
