  • A SINGLE PLATFORM APPROACH FOR THE MANAGEMENT OF EMERGENCY IN COMPLEX ENVIRONMENTS SUCH AS LARGE EVENTS, DIGITAL CITIES, AND NETWORKED REGIONS

    The world today has become increasingly digital: at work and at home, and while traveling, people are constantly connected through the Internet via a variety of devices and networks. Moreover, the Internet of Things (IoT), connectivity in a wider sense, is enabling a global interconnected continuum of devices, objects, and people, normally referred to as 'digital city'. Numerous heterogeneous entities are involved in this city vision: the citizens and their interactions with social, economic, and public organizations; infrastructures for public services delivery. Sistema Nazionale Integrato Protezione Civile (SNIPC) Project, developing the Italia control room and the information system for civil protection. Digital cities incorporate distributed intelligence at all levels of their constituting parts to improve sustainability, reliability, security, and efficiency. All these improvements are possible thanks to an intelligent coordination of several activities that take place in urban environments.

  • Steady-State Security Regions

    This chapter presents the concept and definition of the security region, and introduces major methods used in steady-state security region analysis of power system operation: the security corridor, the traditional expansion method, the enhanced expansion method, linear programming, and the fuzzy set theory. The main idea of security regions is to obtain a set of security injections explicitly so that for security assessment one need only check whether a given injection vector lies within the security region. To enhance the calculation speed of the regions, the following measures: adoption of calculation step, constraints are divided into two groups based on the threshold value shown in the equation, are adopted in the new expanding method. The chapter presents a new approach to construct the steady-state security regions of power systems, that is, the maximal security regions are directly computed using the optimization method.

  • Dealing with Political and Cultural Crisis in a Troubled Middle East Region

    This chapter examines the political, economic, and cultural crisis in Egypt, which has led to protesters expressing their grievance through violence that is met with state brutality. The fragile political scene might have also been aggravated by the role played by families of local tribes who submit themselves to the dictates of the ruling regime in exchange for influence. The chapter moves beyond the euphoria of political changes in Egypt into a contextual analysis. It provides clarity to the underlying and short‐term socioeconomic reasons for military intervention. The chapter describes the group‐think structure of Egyptian society and the changing social contract, explaining the growing sense of polarization and radicalism as a cultural reservoir. It also clarifies the role of technology and social media in the political fluidity in Egypt. The political climate and cultural crisis can be tracked to many issues of economic failure and political stagnation.

  • Threshold Region Determination of ML Estimation in Known Phase DataAided Frequency Synchronization

    This paper studies the performance of the frequency maximum likelihood (ML) etimator of a single tone in Gaussian noise. Two mean-square error (MSE) approximations are first applied and then compared in the case of a known phase offset. The first is proposed by Van Trees [1] and corresponds to the method of interval errors (MIE). The second MSE approximation is proposed by Rife and Boorstyn in [4]. The problem is formulated in the data-aided frequency synchronization frame.

  • Mobile Sensor and Actuator Networks: Encircling, Termination and Hannibal's Battle of Cannae Maneuver

    This chapter introduces the problems of encircling coverage and region termination for a moving and deforming planar region and a network of mobile sensors/actuators. A distributed randomized algorithm is proposed for these problems. Asymptotic optimality and convergence with probability 1 of the proposed algorithm are proved in the case of an arbitrary bounded region, which may be unknown to the mobile sensors/actuators a priori. The algorithm is decentralized, computationally efficient, and based only on information on the closest neighbors of each mobile sensor and the distance to the planar region. Illustrative examples show that the proposed algorithm encircles and terminates moving regions in a pattern similar to encirclement and annihilation of the Roman army by the Carthaginians.
