NOMS 2018 - 2018 IEEE/IFIP Network Operations and Management Symposium

The 16th IEEE/IFIP Network Operations and Management Symposium (NOMS 2018) will be held 23-27 April 2018 in Taipei, Taiwan. Held in even-numbered years since 1988, NOMS 2018 will follow the 30 years tradition of NOMS and IM as the primary IEEE Communications Society's forum for technical exchange on management of information and communication technology focusing on research, development, integration, standards, service provisioning, and user communities. The theme of NOMS2018 will be Towards Cognitive Management in a Cyber World, presenting recent, emerging approaches and technical solutions for dealing with management of Fixed Networks, Mobile Networks, Clouds, and Vertical Systems (e.g., smart cities and smart transportations, etc.) in order to enable convergence of the networked services. NOMS 2018 will offer various types of sessions: keynotes, technical, experience, demo, tutorial, poster, panel, and dissertation.

    Take one elephant and one man to the top of a tower and simultaneously drop. Which will hit the ground first? You are a pilot of a jet fighter performing a high-speed loop. Will you pass out during the maneuver? How can you simulate being an astronaut with your feet still firmly placed on planet Earth? In the aerospace environment, human, animal, and plant physiology differs significantly from that on Earth, and this book provides reasons for some of these changes. The challenges encountered by pilots in their missions can have implications on the health and safety of not only themselves but others. Knowing the effects of hypergravity on the human body during high-speed flight led to the development of human centrifuges. We also need to better understand the physiological responses of living organisms in space. It is therefore necessary to simulate weightlessness through the use of specially adapted equipment, such as clinostats, tilt tables, and body suspension devices. Each of these ideas, and more, is addressed in this review of the physical concepts related to space flights, microgravity, and hypergravity simulations. Basic theories, such as Newton's law and Einstein's principle are explained, followed by a look at the biomedical effects of experiments performed in space life sciences institutes, universities, and space agencies.   • Approaches to Communicating Risk

    This chapter presents an overview of 14 of the most common approaches to risk communication as well as implications for those who are communicating risk and how the approach might be used in various situations. The discussion includes the communication process approach, national research council's approach, mental models approach, crisis communication approach, convergence communication approach, three‐challenge approach, social constructionist approach, and hazard plus outrage approach. No one approach to risk communication can be applied equally well to all the purposes, audiences, and situations for which risk is being communicated. Instead approaches to risk communication come from a variety of disciplines, each of which can provide insight to those who are communicating the risk. Understanding the various approaches and their implications can provide us with a repertoire of ways to develop our risk communication efforts, giving us a greater chance of success than if we were communicating without this knowledge.
